John Baxter, the Pleasant Valley highway superintendent, was arrested and charged last year with violating state laws that prohibit intentionally installing a camera to secretly broadcast or record a person dressing or un******ng without their consent. Town officials reported the 56-year-old to the Dutchess County Sheriff’s Office after discovering he had installed the camera to secretly film a female employee.
Baxter was found guilty of the two charges after a bench trial in the town of Lagrange, Dutchess County District Attorney spokesperson Sinead McLoughlin said. A bench trial does not involve a jury and is conducted by the judge alone.
