Governor JB Pritzker signed Senate Bill 3484 in August 2026 to create unified statewide safety rules for ELECTRIC BIKES and SCOOTERS starting January 1, 2027.
This new law replaces a messy mix of local rules with clear state standards.
It aims to stop rising accidents and injuries caused by fast electric devices.
Where You Can Ride
No Sidewalks: You cannot ride electric bikes, scooters, or micromobility devices on sidewalks.
Streets and Paths: Low-speed e-bikes and scooters are allowed on streets, bike lanes, and shared paths.
Speed Limits: Devices going over 28 mph are restricted from standard bike paths and are only allowed on roads with speed limits up to 35 mph (or higher if a dedicated bike lane is present).
Age Requirements
Class 1 and 2 E-Bikes (up to 20 mph): Riders must be at least 15 years old.
Class 3 E-Bikes (up to 28 mph) and Electric Scooters/Skateboards: Riders must be at least 16 years old.
High-Powered DevicesDevices that go faster than 28 miles per hour or use motors over 750 watts are classified similarly to motor vehicles.
Riders of these high-speed machines must have a valid driver's license, vehicle registration, title, and insurance.
Police can ticket or tow these high-speed units for reckless driving or speeding just like a car.
