Bought a used oxy acy torch setup with victor csrm 3609 guage, the regulators weren’t installed on the bottles when I go...

Bought a used oxy acy torch setup with victor csrm 3609 guage, the regulators weren’t installed on the bottles when I got it but now that I set it up the high pressure acetylene is is leaking.
If I turn it on it goes to 600 then turn it off (reg off) and it drops to 400 in 1 minute and then drops to 0 in 3.5 minutes
I’ve tried cleaning the threads, scotch padding the domes of the fittings.
With soapy water I can’t identify any bubbling though.
Do you think the reg needs to be rebuilt or a new adapter?
