State housing agency’s $6.7 million financing package to expand affordable rental market in Rio Hondo



(AUSTIN) — The Texas Department of Housing and Community Affairs (“TDHCA”) has announced a funding package that could total $6.7 million to private developers constructing the 60-unit Riverside Village Apartments, a proposed rental property in Rio Hondo that will feature reduced rents.



The rental property will be constructed at the intersection of Robertson Road and Bates Road in the city’s northeast quadrant, near Rio Hondo Elementary School.



Financing from TDHCA will allow the developers to lease all 60 units at rents affordable to households earning up to 60 percent of the area median family income. For Cameron County, this equals an annual income of $31,500 for a family of four.



“The availability of good, affordable rental housing is increasingly important to Texas’ growing numbers of young working families, as it expands the housing choices for these households while offering them a path to improved living standards,” said Tim Irvine, TDHCA Executive Director, in announcing the award.



Besides bringing greater choice and stability to low-income households, Irvine also noted the program’s economic multiplier effect will ensure that the entire city will benefit from today’s award.



“When you combine the jobs, payroll funds and sales tax revenue these properties generate,” he explained, “TDHCA anticipates that this financing package could generate as much as $4.7 million for the Rio Hondo economy, as well as an estimated 73 construction and related jobs.”



Funding includes an estimated $6.2 million in equity financing through an allocation of Housing Tax Credits in addition to a $500,000 zero-percent interest loan made through the state housing agency’s HOME Investment Partnerships (“HOME”) Program.



The federal Housing Tax Credit Program is the state’s primary means of directing private capital toward the development of affordable rental housing. Developers and their investment partners use the credits to offset their federal tax liability on a dollar-for-dollar basis in exchange for the construction or rehabilitation of affordable rental housing.



The U.S. Department of Housing and Urban Development is the funding source for the Department’s HOME Program. The HOME Program helps TDHCA provide grants and loans to eligible cities, counties, public housing authorities, and both nonprofit and for-profit developers to expand the supply of decent, affordable housing in Texas.

Rio Hondo Six-Year Old Qualifies for Rope Smart Dummys in Las Vegas

Six-year-old Nolan Jack Mayberry is headed to the National Finals Rodeo in Las Vegas this December for his talent with a rope.

The Rio Hondo Elementary School kindergartener has been traveling the team roping circuit since he was a one year old and has particiated in numerous dummy roping challenges. Throughout his years of roping, he has won 12 buckles and different types of horse and roping tack. This past month, Nolan participated in a dummy roping sponsored by Rope Smart Dummys in San Antonio, Texas. The first and second place finishers in this roping automatically qualified for a spot to rope during the National Finals Rodeo and World Series of Team Roping Final this December at South Point Hotel and Casino in Las Vegas, Nevada.

Nolan was in the six to eight year age group, roping against kids two years older than him and he was able to beat all but one. Nolan placed second and received his 12th buckle and his ticket to rope in Las Vegas this December 2014.

He is the son of proud parents Orlando and Valerie Robles. All of the Paso Real Arena team ropers want to send him a huge congratulations!

COMMISSIONER STAPLES HONORS CRISEVE MONTEZ OF RIO HONDO JUNIOR HIGH WITH ‘GROW’ AWARD

Award Gives Recognition for Outstanding Work completed by middle and high school students



AUSTIN — Agriculture Commissioner Todd Staples today honored Criseve Montez, a seventh grader from Rio Hondo Junior High School in Rio Hondo, Texas, as the winner of the Texas Department of Agriculture’s monthly GROW award. The award Gives Recognition for Outstanding Work to middle and high school students who demonstrate leadership and excellence inside and outside the classroom.



“I congratulate Criseve Montez for earning the GROW award,” Commissioner Staples said. “The future of our great state rests in the hands of students like Evie who embody the character and work ethic that will continue to keep Texas at the forefront of today’s competitive global economy.”



Criseve, who goes by Evie, was chosen for demonstrating leadership in her school activities, as well as her commitment to community service. She excels in the classroom, earning the all ‘A’ honor roll since first grade. She is active in student council, plays the flute in her school’s band, participates in University Interscholastic League (UIL) competitions and plays volleyball.



Additionally, Evie is a member of the local 4-H club and serves as the club reporter and county delegate. She also is a part of the Cameron County 4-H Cooperative Extension Program Youth Advisory Board, which helps address issues and needs of youth development.



Through 4-H, Evie has showcased her photography skills, including receiving first place and Best of Class awards at county and district contests. She earned a ribbon at the 2013 State Fair of Texas Junior Photography contest.



Her interest in food and nutrition helped her earn a first place ribbon at the local 4-H food show contest. Evie also won first place for her science experiment in the Science, Engineering & Technology Display Board at the 2013 Texas 4-H Roundup.



“Evie Montez is an exemplary seventh grade student at Rio Hondo Junior High,” said Emma Garcia who serves as an elder at Evie’s church. “I admire Evie for being other-focused instead of self-focused. She always displays good character and is passionate about helping others. I have known Evie since she was a young child and have seen her grow to be a kind and compassionate individual.”



Evie shares her passion for helping others by baking treats and spending time with elderly neighbors, and volunteering for food drives, shareable wearable clothing collections and church rummage sales. She even donates her personal savings to purchase toys for children at Christmas. In the past five years, she has contributed hundreds of toys that include dolls, board games and stuffed animals to help make Christmas special for many children.



"I am excited and honored to receive the GROW Award and would like to thank the committee for selecting me,” Evie said. “I am always happy to help others in any way I can."

Texas Water Development Board approves $3,793,916 in financial assistance to the City of Rio Hondo (Cameron County) to finance water system improvements

AUSTIN - (September 19, 2013) - The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $3,793,916 to the City of Rio Hondo (Cameron County) consisting of a $1,278,000 loan and $2,515,916 in loan forgiveness from the Drinking Water State Revolving Fund to finance water system improvements.

The City of Rio Hondo intends to use the funds to purchase pushwater, install a 22,000-linear-foot emergency interconnect, and rehabilitate one existing elevated and one existing round storage tank.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning and preparing the State Water Plan for the development of the state’s water resources. The TWDB administers cost-effective financial programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.
