Lip blush gives a boost of color. PMU can do anything from soft and natural to semi bold. Permanent makeup always looks bold and softens when healed.

If it’s faded enough then absolutely! It’s normal to need a color boost in permanent cosmetics. This clients previous permanent makeup faded and was in a great place to work over.
