Testimonies in support of the bills are strongly encouraged, especially for those who do not plan on attending the hearing in person. Please note that testimonies must be submitted no later than 11:59 p.m. on March 3.
A hearing for SB1079 is also scheduled for Wednesday, March 4 at 10:00 a.m. with the Senate Economic and Workforce Development Committee. The Senate does not allow written testimony to be submitted online. If we need letters of support for the Senate Bill, you will receive another message with further instruction.

I support HB2058 and HB2142. I work in the Missouri Film & TV production industry and these bills will combine the current incentive amounts for TV and Film into one fund. In addition, the sunset will be extended the sunset to 2035. These changes to the current program will encourage additional film & TV business to our state. This will signal to producers, filmmakers, etc. that Missouri is worth investing in, because our tax incentive won’t be going away in just a few years. It also keeps us competitive with the 37 other states that offer film production incentives.

It has become increasingly clear that combining the tax incentive amounts (currently 8 million for TV Series & 8 million for Film) into one cohesive fund will be in the best interest of Missouri. The landscape of film production is evolving, and feature films are becoming more prevalent in states like ours. Combining the funds will allow us to land more projects in both film and TV. Currently, once the film 8 million is allocated, we cannot accept new film business even if there are available funds in the TV series portion that are not being utilized. This limits job opportunities for our citizens and hampers Missouri vendors who rely on production business to thrive.
In addition, extending the sunset from the current 2029 expiration to 2035. We are NOT asking for the sunset to be removed, just extended. This will signal to producers, filmmakers, etc. that Missouri is worth investing in, because our tax incentive won’t be going away in just a few years. It also keeps us competitive with the 37 other states that offer film production incentives.
It is crucial that we adapt our funding approach to ensure that Missouri remains a competitive player in the film industry.

About the Bills:
These bills would modify provisions relating to the Show MO Act, Missouri’s film tax incentive, passed in 2023. The tax incentive is capped at $16 million and divided into two separate funding buckets - $8M for film, $8M for episodic. It is currently set to expire in 2029. This bill would:
Remove the separate funding buckets for film vs. episodic, and instead allow for the total $16M to be expended for both film and/or episodic. This does NOT raise the cap of the tax incentive – the cap stays the exact same.
Extend the sunset from the current 2029 expiration to 2035. We are NOT asking for the sunset to be removed, just extended. This will signal to producers, filmmakers, etc. that Missouri is worth investing in, because our tax incentive won’t be going away in just a few years.
