ADVERTISEMENT FOR BIDS

Separate sealed bids for the BID FOR 2026 FENNER / 73 INTERSECTION IMPROVEMENTS within the City of Hillsboro, Highland County, Ohio will be received by the City of Hillsboro, Ohio; 130 N. High St., Hillsboro, OH 45133 until 9:00 A.M., Local Time on August 12th, 2026. Bids will be publicly opened and read aloud at a meeting held on August 14th, 2026, at 9:00 A.M. Bids shall be submitted in a sealed envelope, addressed to the City of Hillsboro at the above noted address. Envelope shall be clearly marked:

“BID FOR 2026 FENNER / 73 INTERSECTION IMPROVEMENTS. ATTN: SHAWN ADKINS”

Work under this contract is generally defined as the furnishing and installation of either a new surface course of ODOT item 448 Asphalt Concrete Surface Course along with incidental associated work on existing City roadways as directed by City personnel and in accordance with the Ohio Department of Transportation Construction and Material Specifications effective January 15th, 2023 and its most recent revisions and supplements, Standard Construction Drawings, Ohio Manual of Uniform Traffic Control, and other applicable standards in force on the date of letting and in accordance with the Project Specifications (including Special Provisions) on file at the City office.

Funding for this project is comprised of local funds.

Copies of the Bidding Documents may be obtained during normal business hours at the City of Hillsboro office at 130 N. High St., Hillsboro, Ohio 45133 (937) 393-5219. There will be no charge for the bidding documents or found on our website https://www.hillsboroohio.net/egov/apps/document/center.egov?view=item&id=2905

Attention of Bidders is particularly called to the requirements as to safety regulations, conditions of employment to be observed and minimum wage rates to be paid under the Contract. All bids must comply with the General Instructions to Bidders in addition to the requirements set forth in the Specifications Documents referenced herein in order to be considered.

Contractor must comply with the prevailing wage rates as determined by the Ohio Department of Industrial Relations.

No Bidder may withdraw his bid for a period of 45 days after the actual date of the opening thereof.

Contract award shall be made to the lowest and best bidder, and award may be subject to applicable funding agency and council approval.

The City of Hillsboro, Highland County, Ohio, reserves the right to waive any informalities or to reject any or all bids. The right to negotiate with the apparent qualified low Bidder to such extent that should be necessary are reserved by The City of Hillsboro, Highland County, Ohio.

Notice is hereby given that the City of Hillsboro Tax Incentive Review Council (TIRC) will hold its annual meeting on Wednesday, August 5, 2026 at 4:30 pm. The meeting will be held in the large meeting room in the basement of the Highland County Administration building located at 119 Governor Foraker Pl.
The purpose of the meeting is to conduct the annual review of the City's active Tax Increment Financing (TIF) districts in accordance with Ohio Revised Code Section 5709.85, and to consider any other business that may properly come before the Council.
This meeting is open to the public in accordance with Ohio's Open Meetings Act.
