Hannibal Public Schools has implemented significant cost-saving measures over the past several years while continuing to prioritize student learning.

In the 2023–2024 school year, the District employed 312 teachers.
For the 2026–2027 school year, the District will employ 262.5 teachers. Through attrition, the District has reduced 49.5 teaching positions over the past three years. As a result, the District will spend approximately $3.22 million less on teacher salaries and benefits in 2026–2027 than it did in 2023–2024.

During the past three years, teachers have advanced only through the established step schedule, with the exception of the 2025–2026 school year when they received a 1% salary increase. Overall, salary increases during this period have not kept pace with inflation, reducing employees' purchasing power over time. In addition, the last two years the base health insurance plan provided to staff members had an increase in the required deductible amount. While this helps reduce the District's insurance costs, it also increases employees' out-of-pocket healthcare costs when they use their insurance benefits.

Like most school districts, 75–80% of Hannibal Public Schools' operating budget is dedicated to employee salaries and benefits. The remaining funds support essential operating expenses such as instructional supplies, equipment, utilities, transportation, and the maintenance of school facilities.

The District has worked to reduce expenditures while continuing to prioritize quality instruction, reasonable class sizes, and educational opportunities for students. The District remains committed to being a good steward of taxpayer dollars while maintaining the educational opportunities our students deserve.
