Talk about your catch 22!!! Most small businesses and many large ones don't have the wherewithal (professional safety infrastructure) to comply with OSHA's respiratory protection program. PAPER or CLOTH MASKS don't comply because they won't pass a fit test and are essentially useless at protecting workers from airborne hazards, including COVID 19. See first two bullets in the article.
