The g7+ Secretariat was pleased to support Timor-Leste Youth for Peace (TLYFP) in bringing young people together for a dynamic workshop under the theme “Invest in Peace – for Everyone, Everywhere and Everyday”, marking the International Day of Peace on 21 September 2026.

Around 80 young people from universities and youth organizations came together to explore the vital role of youth in peacebuilding, education, social inclusion, and shaping a brighter future for Timor-Leste.

Dr. Felix Piedade, Chief Operating Officer of the g7+ Secretariat, introduced the g7+ and highlighted its role as a platform where countries affected by conflict and fragility share experiences, learn from one another, and advance locally owned approaches to peacebuilding.

Drawing on lessons from g7+ member countries, Dr. Piedade emphasized that peace goes beyond the absence of conflict. It requires sustained action by communities, institutions, and individuals to address fragility and create opportunities for meaningful youth participation.

He encouraged participants to become peace agents and problem solvers, equipped with knowledge, skills, initiative, and a strong sense of citizenship.

The workshop also featured inspiring contributions from the Ministry of Youth, National Centre Chega!, and universities, sparking diverse perspectives on peacebuilding, reconciliation, inclusion, and youth development.

Two weeks ago, the Hikma Fellows delegation had the privilege of hearing from H.E. Mr. Francisco Guterres, Minister of Interior of Timor-Leste, on the country’s journey from conflict to peace.
Reflecting on Timor-Leste’s challenging history, he highlighted the importance of rebuilding public trust, strengthening institutions, and creating cohesive communities. The 2007 national election marked a turning point, laying the foundation for lasting peace and democratic governance.

A key lesson was that security and development go hand in hand. Through dialogue, mediation, community policing, security sector reform, and reintegration efforts, Timor-Leste continues to strengthen peace, resilience, and social cohesion.

The HIKMA Fellowship visited Centro Nacional Chega (CNC) in Balide, hosted by Mr. Hugo Fernandes, Executive Director, who welcomed the delegation to the Chega Museum and Archive.

The session focused on Timor-Leste's truth, memory and reconciliation process, with discussions on transitional justice, national healing, social cohesion, and the preservation of collective memory.

Last week, the fourth cohort of the g7+ HIKMA Fellowship began its peer learning visit to Timor-Leste with an engaging dialogue with H.E. Dr. Mari Alkatiri, Secretary General of Fretilin Party and former Prime Minister of Timor-Leste.

The session explored important lessons from Timor-Leste’s journey from conflict to peace, with discussions focused on reconciliation, transitional justice, national healing, good governance, and sustainable development.

Dili, 03 September — Hikma Fellows engaged with the Ministry of Petroleum and Mineral Resources of Timor-Leste to learn from the country’s experience of managing petroleum and mineral resources.

Moderated by Dr. Helder, the session explored Timor-Leste’s Petroleum Act, Production Sharing Contracts (PSCs), mineral licensing framework, and Petroleum Fund, with particular relevance to Yemen’s efforts to develop effective mechanisms for managing future petroleum revenues.

Minister Francisco Monteiro introduced Timor-Leste’s institutional architecture, including the National Petroleum Authority (ANP) and National Minerals Authority (ANM) as regulators; TIMOR GAP as the national oil company; Murak Rai and IGTL as other key state entities; and the Central Bank of Timor-Leste, which manages the Petroleum Fund’s investments. The country’s participation in the Extractive Industries Transparency Initiative (EITI) also supports transparency and accountability.

A key lesson was the importance of establishing clear legal foundations, defined institutional responsibilities, strong oversight and transparent revenue-management rules from the outset. Timor-Leste’s model separates policy, regulation, commercial operations and fund management, creating important checks and balances.

The Petroleum Fund channels petroleum revenues into a safeguarded national pool, while approved budget withdrawals support national development priorities. This approach offers relevant lessons for Yemen in protecting resource revenues, managing volatility, strengthening public financial management and preserving petroleum wealth for future generations.

The discussion also highlighted that a successful petroleum fund requires more than financial structures. It depends on political ownership, credible institutions, transparency, accountability, technical capacity and public confidence.

For the Hikma Fellows, Timor-Leste’s experience provided practical insights to inform Yemen’s thinking on a petroleum revenue-management framework tailored to its own national context and long-term development priorities.
