HEI - House of European Institutes HEI brings European culture to Timișoara. In 2025, HEI is moving from Bastion 1, where it operated for 2 years, to Vila Mal on the banks of the Bega River.

[ENG] HEI - House of European Institutes is an European cultural space in Timisoara and it aims to boost the cultural offer of the city and to amplify the echo of local creativity in Europe. A multicultural centre open to all members of the city's communities, regardless of age, ability, ethnicity or sexual orientation, HEI offers a curated programme of socially engaged art reflecting themes of diversity, sustainability and equality. HEI is a project initiated by the Network of National Cultural Institutes of the European Union – EUNIC Romania, coordinated by the British Council and Fundația9 as a strategic partner, with the Municipality of Timișoara as a local partner. The project was founded through the national cultural program “Timișoara – European Capital of Culture 2023,” with the support of the Timișoara City Council Project Centre.

The final moment of the 𝐂𝐢𝐫𝐜𝐮𝐥𝐚𝐫 𝐂𝐮𝐥𝐭𝐮𝐫𝐞𝐬 𝐃𝐞𝐬𝐢𝐠𝐧 𝐒𝐜𝐡𝐨𝐨𝐥 2026 was not just a simple presentation panel, but a demonstration of the working process

⏳After an intense Design School week in Timișoara, participants came together on the final day to present their projects. Throughout the week, they immersed themselves in the world of circular cultures design, exchanged ideas, and most importantly connected with professionals working toward more sustainable design practices.

📜 The presentations brought together the two strands of the program: Strand A, the Community line (cultural workers, architects, and creators) and Strand B, the Connection line (emerging engineering professionals).

💡Circular Cultures Design School 2026 was a capacity-building program that functioned as a platform for peer learning, collaborative experimentation, and skills development. The program focused on sustainable design and circularity, encouraging critical dialogue and hands-on exploration of circular design practices.

On Day 4, the Strand B group of the 𝐂𝐢𝐫𝐜𝐮𝐥𝐚𝐫 𝐂𝐮𝐥𝐭𝐮𝐫𝐞𝐬 𝐃𝐞𝐬𝐢𝐠𝐧 𝐒𝐜𝐡𝐨𝐨𝐥 turned their Timișoara field trip observations into future scenarios and development directions 🚲🚲🚲

⏩️Looking ahead to 2040, the session focused on imagining possible futures. It combined critical reflection on the impact of technology with practical exercises. Participants formulated questions, built hypotheses, and developed design proposals — all grounded in the specific context of Timișoara.

The city case study offered participants relevant insights into how a post-industrial city can rebuild its identity through heritage regeneration and community activation.

🔸The day began at Blocul Fetelor, a community hub hosting several NGOs and local initiatives. This was followed by a presentation by Bogdan Demetrescu (D Proiect) on urban reconversion and reconfiguration projects, including interventions such as the reactivation of the funicular and the development of the promenade along the banks of the Bârzava River.

🔸Together with Ioana Ciolea and Andrei Bălbărău (Banatul Montan Community Foundation / Amateur Filmmaker’s Museum), participants explored the context of Reșița’s industrial heritage and the role of civil society in preservation, mediation, and community engagement. They also examined the heritage of the Reșița Machine-Building Factory and potential directions for activating its spaces, including museum-type initiatives and a community garden.

🔸The visit concluded with a screening of "Reclaiming Post-Industrial Futures – A Retrospective Film", a documentary about the eight residencies held in former industrial sites in Romania as part of the project of the same name, developed by EUNIC Romania. The screening was followed by discussions that reinforced the idea of Reșița as a “laboratory” for urban transformation where diverse actors work interdisciplinarily to turn industrial legacy into a resource for the future.

The Strand A Community line group, bringing together cultural workers, architects, makers, and creators, dedicated the day to deepening their understanding of the Colterm site following their site-visit on the previous day. Participants explored its history and current context while analysing real challenges and discussing sustainable possibilities for the future of this industrial space.

🔸The day continued with a role-play exercise, where participants stepped into the perspectives of different stakeholders. The activity encouraged them to:

💡 understand divergent interests
💡 negotiate
💡 develop empathy
💡 find a common language

🔸In the afternoon, the focus shifted to participatory design and two key questions: What does meaningful community involvement truly look like? What limits and obstacles emerge along the way?

🔸The day concluded with an important reflection: while engaging communities in design processes in Romania can present challenges, from motivating beneficiaries to aligning stakeholder interests, meaningful opportunities for progress emerge through open dialogue and collaboration.

💡For the Strand B - Connection Line group of engineering students, coordinated by Nick Gant and James Tooze, international experts in sustainable design, circularity, and distributed manufacturing, Day 2 focused on exploring the links between technology, society, and sustainability.

🔸 Val Mureșan from the .institute Timisoara, a research centre focused on AI, Blockchain, and Quantum Computing, joined as a special guest and shared insights into the local business environment, angel investment ecosystem, and innovation networks shaping the city. The discussion also explored how technology can influence everything from life expectancy to the broader functioning of society.

👀During the second part of the day, Nick and James, together with the participants, reflected on how we, as a society, value objects, how much of their usefulness is shaped by culture, and how shifting perspective can reveal new potential in objects at the end of their life cycle.

🔸Building on the insights and questions from these discussions, participants turned reflection into action by designing exploratory itineraries across the city. Working in teams, they mapped routes through different neighbourhoods and sites to observe, document, and assess Timișoara’s potential firsthand.

Strand A – Community Line, coordinated by Grace Crannis, Designer and Community Engagement Specialist and Associate Lecturer at the University of the Arts London, kicked off Day 2 with a hands-on workshop using personal objects brought by participants. This activity sparked discussion around identity and values, encouraging reflection on how spaces represent us and how identity, memory, and belonging can be read through the city.

The session then continued with a site visit at the Colterm Centru site, a striking industrial landscape of large reservoirs near Timișoara’s oldest park.

Visiting the thermal power plant gave participants a rare, first-hand understanding of how urban energy systems function, from past fuel-based heating to current operations, helping them better grasp the environmental, technical, and human challenges behind sustainable and circular infrastructure.

On the second day of our Circular Cultures Design School, participants had the opportunity to attend a lecture delivered by Paula Romocean, Vice Mayor of Timișoara and representative of the Timișoara City Hall 🏫 Primăria Municipiului Timișoara

🔸Mrs Romocean's lecture explored Timișoara’s urban future through concrete examples of neighbourhood regeneration, highlighting how public space, mobility, heritage, and community life can be reconnected.
🔸Mrs Romocean also presented best-practice examples from the municipality’s ongoing projects and strategic directions, all aimed at shaping a more livable, inclusive, and resilient city.

💭Meeting a city-hall official sparked a vibrant exchanges of ideas and cross-disciplinary discussions around shared urban challenges.

Thirty-two cultural professionals, makers, designers, architects, and engineering students from across Romania have been selected to take part in the Circular Culture Design School, a programme that brings the ethos of transdisciplinary learning, sustainable design, and cultural reflection to one of Eastern Europe’s most historically layered industrial cities: Timișoara.

🔸Over five intensive days, participants will be guided by leading UK experts: Grace Crannis, Designer and Community Engagement Specialist and Associate Lecturer at the University of the Arts London; Nick Gant and James Tooze - international experts in sustainable design, circularity, and distributed manufacturing.

🔸 The challenge? Reimagining Timișoara’s post-industrial heritage through two complementary lenses: the Community Line, transforming forgotten spaces into hubs of sustainable collaboration, imagination, and social cohesion; and the Connection Line, exploring Industry 5.0 approaches that integrate emerging technologies with virtuous circular economies.

🔸Strand A: Community Line, designed for emerging cultural professionals, makers, creators, planners, designers, and architects.

🔸Strand B: Connection Line, design for students in engineering programmes, including mechanics, computer science, electronics, construction, and transportation.

🗝 During this week, 32 participants embark on hands-on, collaborative projects while engaging in dialogue around sustainability and circularity in contemporary design.

🔵For the first time in Romania, the Circular Cultures Design School is implemented by British Council Romania in collaboration with Politehnica University Timișoara, as part of the wider British Council programme - Making Matters: Circular Cultures.
