PNP STRENGTHENS INTERNAL DISCIPLINE THROUGH SUSTAINED ACCOUNTABILITY MEASURES
The Philippine National Police (PNP) has reiterated its strict zero tolerance policy against all forms of misconduct within its ranks, following public concern over recent complaints involving some personnel, including allegations of sexual harassment and other administrative and criminal offenses.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized that discipline and accountability remain core principles of the organization’s reform agenda, ensuring that all personnel are held to the highest standards of conduct regardless of rank or position.
“Sa PNP, malinaw ang direksyon natin—lahat ay pananagutin sa kanilang mga paglabag sa tamang proseso. We enforce discipline firmly, fairly, and consistently across all ranks,” the Chief PNP said.
He added that these measures reflect the organization’s commitment to uphold institutional integrity while ensuring strict observance of due process in all administrative proceedings.
Based on official records covering August 26, 2025 to April 15, 2026, a total of 908 PNP personnel were involved in resolved administrative cases with corresponding penalties imposed across various categories of offenses.
The breakdown of resolved cases shows that 326 personnel were dismissed from the service, composed of 32 Police Commissioned Officers, 289 Police Non-Commissioned Officers, and 5 Non-Uniformed Personnel. A total of 53 personnel were demoted, while 199 were suspended. Meanwhile, 26 personnel received reprimand, and 304 cases resulted in dismissal or exoneration following due process.
These dismissal cases, covering the period August 26, 2025 to April 11, 2026, were directly acted upon and ordered by the Chief, PNP, PGen Nartatez reflecting cases elevated to the national level for final disposition.
Data from these PGen Nartatez–approved dismissals show that the leading cause is absence without official leave (AWOL) with 118 cases, followed by other grave offenses with 44 cases, and robbery or extortion with 33 cases. Violations involving arbitrary detention, unlawful arrest, violation of domicile, and maltreatment of prisoners accounted for 24 cases, while violations of Republic Act 9262 reached 23 cases.
Drug-related offenses recorded 24 cases, consisting of 13 personnel who tested positive for illegal drugs and 11 involved in illegal drug activities. Other violations include violations of Republic Act 11053 (Anti-Hazing Act of 2018) with 12 cases, violations of Republic Act 10591 Section 38 (planting of evidence) with 8 cases, and violations of Republic Act 9745 (Anti-Torture Act of 2009) with 2 cases.
Additional offenses include murder with 4 cases, illegal discharge of fi****ms with 4 cases, immorality including concubinage with 4 cases, r**e with 3 cases, immorality including adultery with 3 cases, immorality including sexual harassment with 3 cases, malversation and graft-related offenses with 5 cases combined, carnapping with 3 cases, kidnapping with 2 cases, estafa or swindling with 5 cases, homicide with 1 case, and parricide with 1 case. All cases underwent appropriate administrative and legal processes prior to the imposition of dismissal.
These cases account for only a small portion of the PNP’s total personnel, the majority of whom continue to serve with professionalism and integrity.
“Ang mga kasong ito ay kumakatawan lamang sa napakaliit na bahagi ng ating hanay. Ang nakararami sa ating mga pulis ay patuloy na naglilingkod nang may propesyonalismo, katapatan, at dedikasyon sa tungkulin,” PGen Nartatez stressed.
From a broader organizational perspective, and including decisions made at all levels of command, PNP records show that a total of 1,010 personnel were dismissed from the service during the period, covering decisions issued at various levels of command, including those acted upon by respective Regional Directors of Police Regional Offices in accordance with their administrative jurisdiction.
PGen Nartatez said these figures highlight the PNP’s sustained internal cleansing and accountability efforts under its Focused Agenda, particularly the Enhanced Managing Police Operations, which ensures swift, fair, and rule-based resolution of administrative cases.
“Patuloy ang ating pagsusumikap na palakasin ang ating hanay. Ang layunin natin ay isang PNP na disiplinado, may integridad, at tunay na maaasahan ng mamamayan,” PGen Nartatez said.
The PNP assured the public that it will continue to strengthen internal disciplinary mechanisms while sustaining reforms that reinforce institutional integrity and public trust, in line with its commitment under Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
