‎Reeducation of the Youth
‎
‎WHEN one encounters the word education, one immediately connects it to school and learning. But what if the curriculum is strictly for conventional academic books without the expanded historical versions of each and every man, who were in the exact arena where the battlefields of bravery versus the oppressors took place?

‎This is one of the objectives of the WORLD WAR TWO MUSEUM in Taguig, where a special Hall dedicated to the late Col. Emmanuel V. De Ocampo sits.
‎
‎A brief background: World War two hero Col Emmanuel "Maning" V de Ocampo, of Hispanic-American descent, and fellow hero Atty Garcia received numerous gifts, artifacts, ordnance, etc from various sectors. They then decided to erect a World War 2 museum in Taguig with hopes of bridging the gap between students and the corridor of World War 2. The project was ambitious but with the help of then-President Fidel Ramos, the museum opened in 1997 located inside the VETERANS INDUSTRIAL COMPLEX.

‎The Veterans Industrial Complex resides at the heart of Proclamation No. 192, signed by President Ferdinand E. Marcos on April 4, 1967, stating "...reserved a 50-hectare parcel of land in the private domain in the province of Rizal (now Western Bicutan, Taguig City) as a dedicated site for the Veterans Center, which supports Filipino veterans."

Such a great honor to share a few slices of pizza with DOC NURSE Congresswoman Leah Primitiva G. Samaco-Paquiz last night.

For everyone's information, she served as the first congresswoman from the nursing profession, bringing their concerns to the lower house and advocating for healthcare workers' rights.

Section 32 of Republic Act No. 9173, also known as the Philippine Nursing Act of 2002. For 18 years THIS PROVISION OF THE LAW was never implemented.

When ANG NARS PARTY LIST headed by Congresswoman Leah Paquiz fought for this provision hard that it reached the SUPREME COURT, destiny has turned its tables.

The Ang Nars Party-list filed a petition challenging this stagnation. In October 2019, the Supreme Court ruled in their favor, confirming that a mere executive directive or resolution cannot overturn a full republic act like RA 9173. Following the landmark ruling, the Department of Budget and Management (DBM) issued Budget Circular No. 2020-4, officially upgrading the Nurse I classification to Salary Grade 15 nationwide!

Republic Act No. 7305: Known as the Magna Carta of Public Health Workers, this law dictates the extra allowances (hazard pay, laundry, and subsistence allowances) that supplement a nurse's SG 15 base pay.

Republic Act No. 11466: The Salary Standardization Law V, which structures the regular multi-year tranches that steadily bump up the financial value of all salary grades.

Because of the bravery and fighting spirit of Congresswoman Leah Paquiz, as of 2026, the basic monthly pay for Salary Grade 15 (SG 15) nurses in the Philippine government is ₱42,178 under Step 1. This follows the implementation of the third tranche of the updated government salary adjustments mandated by Executive Order No. 64.

The daughter of former Ang Nars Party-list Representative and current PRC Board of Nursing Chairperson Dr. Leah Primitiva Samaco-Paquiz is Atty. Faye Paquiz.

Atty. Faye was responsible for lobbying and winning the battle for nurses, championing the rights of our dutiful frontline workers with the emphasis on the strict implementation of SECTION 32 OF RA 9173 at the SC.
