🚨 FISHING WITH BANNED OR PROHIBITED GEARS 🚨

(PAULBO OPERATION | SALUG, ZDN)

Sa padayon nga kampanya batok sa illegal fishing, malampuson nga operasyon ang gipahigayon sa Bantay Dagat Law Enforcement Team, kauban ang Philippine Coast Guard – Coast Guard Sub-Station Salug, batok sa paggamit sa mga "PAULBO" sulod sa municipal waters sa lungsod sa Salug.

Sa maong operasyon, nakumpiska ang mga gamit ug naguyod ang mga nalambigit, nga klarong paglapas sa *Fishing with Banned or Prohibited Fishing Gears, Outfits and Methods*.

Ang paggamit sa paulbo makadaot pag-ayo sa atong kadagatan, makapahurot sa mga gagmay o dagko nga mga isda, ug makadaot o makaguba sa panginabuhian sa mga lehitimong o matinud anung mangingisda.

Kini nga kalihokan supak sa Republic Act 8550 nga gi-amendahan sa Republic Act 10654 ug sakop usab sa lokal nga Ordinansa sa atung lungsod.

Panawagan:
Magtinabangay kita sa pagpanalipod sa atong kadagatan. I-report dayon ang illegal nga kalihokan sa inyong barangay, Municipal Agriculture Office/BFAR, ug sa mga LAW ENFORCEMENT AGENCIES.

Panahon sa closed season or ban period, importante kaayo ang seaborne law enforcement para ma-ensure nga tanan mananagat musunod sa fishing ban. This helps prevent illegal fishing activities sama sa pangisda bisan bawal pa, paggamit ug illegal gears, ug pagsulod sa restricted areas.

Through regular sea patrols, ma-monitor ang dagat ug ma-deter ang mga violators. Importante pud ni para ma-protect ang breeding season sa mga isda aron maka-recover ug mudaghan ang fish population.

At the same time, makatabang ni sa pag-maintain sa peace and order sa kadagatan, pag-secure sa livelihood sa legal nga mananagat, ug pag-preserve sa marine resources para sa sunod nga henerasyon.

Para klaro, dili tanan kinahanglan sabay-sabay, pero highly recommended nga kompleto ang rehistro para makabenepisyo gyud ka.

Ani ang simple nga pagsabot:

🧾 1. FishR (Fisherfolk Registration)
👉 KINAHANGLAN gyud
* Para ma-recognize ka officially nga mananagat sa LGU
* Basehan sa ayuda, training, ug programa

🧾 2. RSBSA (Registry System for Basic Sectors in Agriculture)
👉 KINAHANGLAN pud
* National database ni sa gobyerno
* Requirement sa daghang ayuda (BFAR, DA, etc.)

🧾 3. BOATR (Boat Registration)
👉 KINAHANGLAN kung naa kay bangka
* Para legal imong sakayan
* Required sa enforcement ug assistance (fuel subsidy, repair, etc.)

📄 4. Fishing Permit / License
👉 KINAHANGLAN
* Gikan sa LGU
* Legal nga permit para makapangisda sa inyong area

📄 5. PCIC (Insurance)
👉 DILI mandatory, pero VERY IMPORTANT

* Kalamidad

👉 Mas maayo nga kumpleto tanan (FishR + RSBSA + BOATR + Permit + PCIC

kung gusto ka mangutana adtu ka sa (DA/BFAR o Fisheries Technician sa inyung lugar)

Pamaagi para masiguro nga ang tanang mananagat makabenepisyo sa ayuda gikan sa lungsod hangtod sa nasyonal nga gobyerno. Mao ni ang practical nga steps nga pwede ninyo buhaton:

1. Pag-organisa sa Fisherfolk
Magtukod o magpalig-on sa Fisherfolk Association
Siguraduhon nga rehistrado sa Bureau of Fisheries and Aquatic Resources (BFAR) ug sa LGU.

Listahan sa members
Officers
Constitution & By-laws
👉 Importante ni kay kasagaran ang ayuda giagi sa organisasyon, dili individual.

2. Pagparehistro sa Mananagat ug Bangka
Iparehistro ang:
Fisherfolk (FishR system)
Fishing vessel (Boat registration)
RSBSA
PCIC
Kinahanglan adunay:
ID (valid)
Barangay certification
BOATR number / vessel number
👉 Tarungon ug fill up ang mga forms ug dapat i proper ang mga kinahanglanun, Kung dili rehistrado, dili gyud maapil sa ayuda o programa.

3. Aktibo ang Fisherfolk o Beneficiary
Muapil ug meeting ug himua nga updated ka sa kalihukan or pagpakabana sa atung palibot.
Regular nga makig-coordinate sa:
LGU/BFAR
Municipal Agriculture Office (MAO)
Fisheries Technician
Uban pang ahensya (PFO, RFO, CFO)
Sila ang mohatag og:
Livelihood programs
Fishing gears
Bangka
Fuel subsidy
Trainings
Meetings
Coastal Resource Management activities
👉 Ang aktibong grupo mas dali mahatagan og support.
