The fastest way to fill up the butterfly quest meter:
Once in the air and in open wings mode, use only the movement controls.
For sharp turns, flick about twice to the direction you want. Flicking once do work sometimes.

If you hold the call button or press the fly button, you'll be boosting your speed and the butterflies will struggle to catch up to you thus the slow fill up of the quest meter.

If you toggle to closed wings, you'll hit the ground in no time.
