Filipino households that lack food storage appliances and tools rely on one thing that keeps crawling critters away from food on the dinner table: makeshift water moats.
It's basically composed of a stack of a water-filled plate at the bottom, a cup in the middle, and a plate with food balanced on top of the cup.
A precarious method like this is something Filipinos make the best of due to the lack of resources, with the bare minimum being normalized (something the government does best).
Flood control projects, especially here in Cebu, have been constructed like stacks of plates and cups that, when something stronger than crawling bugs comes close, everything tumbles down.
Such has been the case in places like Liloan, Consolacion, Talisay, and Cebu City; all aforementioned have fallen into the depths of floodwaters that could have been averted.
With millions budgeted for these projects, one must never settle for the barest of minimums.
While communities may act swiftly without the help of the authorities to provide aid, it does not excuse the lack of initiative and planning the government should have done in mitigating, responding to, and rehabilitating the areas affected by the calamity.
Accountability must be demanded as the masterminds of these projects evade the hands of justice and mock every Filipino for the luxuries the corrupt give to their kin.
They must not sleep soundly within their households if they have never known the struggle of preparing every part of a humble home against a storm, only for it to succumb once more to a makeshift moat of water.
