1st IP Women Summit Strengthens Empowerment and Unity Among Indigenous Women in Agusan del Sur
The 1st IP Women Summit was successfully held on June 11, 2026, at the Lepus Makapandong Covered Court, Patin-ay, Prosperidad, Agusan del Sur, bringing together Indigenous Peoples (IP) women from the different municipalities of Agusan del Sur. The event served as a platform for empowerment, education, leadership development, and solidarity among IP women across the province.
The activity was led and attended by Governor Santiago B. Cane, Jr. and SP members from District 1and District 2 of Agusan del Sur and was supported by personnel from the National Commission on Indigenous Peoples (NCIP) Region XIII (Caraga Region) headed by Regional Director Ordonio P. Rocero. Also present were Administrative Chief Jean P. Gonzales, Engr. Shiela S. Padillo, TMSD Officer-in-Charge, Provincial Officer Raynildo Baintin, and other NCIP officials and staff.
The program commenced with an invocation, followed by the singing of the Philippine National Anthem. The participants were formally acknowledged by Ederlina N. Precioso, Municipal IPMR of San Luis, Agusan del Sur. The rationale of the activity was delivered by Bae Elvira Catuburan, IP Women Chairperson, who emphasized the importance of strengthening the role of Indigenous women in community development and governance.
One of the key discussions during the summit was facilitated by Philip Anthony M. Ocquiola, CDO III, who presented and reviewed Republic Act No. 8371, otherwise known as the Indigenous Peoples’ Rights Act (IPRA) of 1997. His presentation highlighted the rights, privileges, and opportunities available to Indigenous Peoples, particularly women, under the law.
Meanwhile, Ma'am Abigail tackled, Provincial Staff, shared valuable information on Agricultural Productivity and Development through Soil Science, emphasizing sustainable farming practices and agricultural innovations that can benefit Indigenous communities.
A meaningful and inspiring message was delivered by Vice Governor Patricia Ann Plaza, who encouraged IP women to continue becoming empowered leaders and advocates within their respective communities. She also expressed her gratitude to the IP women of Loreto and the entire province for their dedication and hard work, particularly their contribution to the success of Palaro Tu Agsur 2026 through the creation of approximately 3,700 handcrafted bead medals. In her message, she further underscored the importance of agriculture and soil science in achieving sustainable development and food security.
In his address, Regional Director Ordonio P. Rocero emphasized the rights and welfare of Indigenous women and encouraged them to establish and strengthen legitimate organizations that will serve as vehicles for empowerment and representation. He stressed the importance of organizing IP women’s groups in accordance with the provisions of the IPRA Law, particularly those promoting participation in decision-making and community development.
The summit also highlighted the strong support of the Provincial Government of Agusan del Sur, led by Governor Santiago B. Cane, Jr., in advancing programs and initiatives that promote the welfare, empowerment, and development of Indigenous Peoples throughout the province.
The activity concluded with closing remarks delivered by Administrative Chief Jean P. Gonzales followed by the ceremonial signing of the IP Women Manifesto, signifying the collective commitment of Indigenous women to unity, empowerment, leadership, and the protection of their rights and cultural heritage.
The successful conduct of the 1st IP Women Summit marked a significant step toward strengthening the voice and participation of Indigenous women in governance, sustainable development, and community-building efforts across Agusan del Sur.
