I. SECURITY PROTOCOLS
As a follow-up to the security protocol outlined in PVHA Circular 2026-012, issued last month, we continue to encourage homeowners who wish to further enhance the security of their homes to provide, on voluntary basis, the PVHA Office with the name and contact number of a designated contact person.

This additional precaution is intended to enable our security personnel to contact the homeowner or designated representative whenever a person claiming to be a guest, delivery personnel, service provider, or other visitor wishes to enter the community and states that they are visiting your home. Telephone verification will be conducted when the homeowner has provided prior instructions to the PVHA Office to do so.

II. PVHA CONSTRUCTION COMMITTEE’S MAJOR CONTRIBUTION TO THE FORTHCOMING DPWH DRAINAGE & ROAD REHABILITATION OF PHILAMLIFE AVENUE (STA 0 + 000 TO STA 0+ 210)
We are pleased to inform everyone that PVHA’s four-person construction committee (ConCoM) led by Engr. Alex Perez has flagged to the DPWH team assigned in our district that the alignment of this soon-to-be started project at the Philamlife Avenue (street from China Bank to Philam Gate 3) will not directly address the perennial flooding at the CV Starr St. along the Mercury Drug Store Area. The ConCom has recommended to DPWH to re-align the drainage project as follows. Start at Sta 0+000 near China Bank as originally planned and turn eastward fronting Pancake House then proceed eastward towards CV Star near Mercury Drug Store.

Additionally, the ConCom recommended that the road rehabilitation component of the construction contract be undertaken along Philamlife Avenue toward Philam Gate 3, as this section has developed severe potholes due to asphalt deterioration and ravelling.

III. PROPOSED VEGETABLE GARDEN AT THE VILLAGE PARK WILL SOON BE LAUNCHED
We are pleased to inform everyone that PVHA, under the leadership of Director Marc Ramos, will be converting the old enclosed children’s playground into an organic vegetable garden. This initiative will be designed, constructed, landscaped, and supervised by a team of professionals from outside Philamlife Village. The PVHA garden project team has approached Egay Littaua to act as project consultant and he has graciously accepted to share his knowledge, expertise and time for this exciting project.

IV. PROPOSED MULTI-PURPOSE FACILITY TO REPLACE THE DILAPIDATED PHILAM VOLLEYBALL COURT
We have received feedback from the Department of Public Works and Highways (DPWH) Engineer-in-Charge that the deadline for PVHA to formally accept or reject the proposed Usufruct Agreement for the construction of a multi-purpose facility to replace the existing dilapidated Philam Volleyball Court could be extended at PVHA’s request.

In view of this development, the PVHA Board has decided to formally request an extension. We stated in our request that we plan to conduct a second Town Hall/Consultation Meeting, followed by a village-wide referendum if favorable reply is received from DPWH.

Unlike the previously imposed tight timeline, the extended deadline will allow PVHA to provide homeowners with additional information and clarification necessary for a more informed decision. The PVHA Board will endeavor to address the questions raised during the initial consultation and provide the following:

• Answers and clarifications to previously unanswered questions;
• A perspective drawing or visual presentation of the proposed facility;
• The coordinates and exact location of the proposed project;
• An aerial view showing the proposed project site and its surrounding area; and
• Other relevant information that may assist homeowners in evaluating the proposal.

The objective of the second consultation is to ensure that homeowners have sufficient information and opportunity to understand the proposed project, raise questions, and express their views before the village-wide referendum.

TIMELINE (if our request is approved):

October 18, 2026 – 2nd Town Hall / Consultation Meeting
Presentation of additional project information, responses to outstanding questions, and opportunity for further discussion and clarification.

October 25, 2026 – Village-wide Referendum

V. SEVERAL NEAR-MISS TRAFFIC INCIDENTS IN PHILAMLIFE VILLAGES’ INTERSECTIONS
Our Security Office has reported an increase in near-miss incidents, not only along our most vulnerable street, CV Star Avenue, but also on several streets within the village.

Everyone is reminded to exercise extra caution when driving. Please slow down or come to a complete stop before proceeding through intersections, and always give way to pedestrians, walkers/joggers and crossing vehicles,

Safety reports consistently show that an increase in near-miss incidents may indicate a higher potential for actual accidents. Let us work together to keep our community safe and accident-free by practicing responsible driving habits at all times.

At your discretion and based on your assessment of the situation, you may report to the Security Main Gate the plate number(s) of vehicles observed.

VI. PROPER WASTE DISPOSAL TO PREVENT FLOODING
Gentle reminder to all residents to dispose properly of their non-biodegradable materials such as PET bottles, styrofoam containers & other recyclable wastes in trash bins.

Recent declogging activities at Philamlife Avenue revealed a substantial amount of these kind of disposal wastes inside the drainages that could be causing the flooding at nearby Fatima Avenue.

📣📣 PVHA FRONT OFFICE ANNOUNCEMENT 📣📣

At the request of PVHA President Arnel Aranas, his medical leave has been extended for an additional two (2) months, from August 1 to September 30, 2026.

President Aranas will continue to undergo physical rehabilitation, as recommended by the physical therapists, physicians, and medical specialists overseeing his recovery program.

During this period, Vice President Alex Perez will serve as Acting President of the Philamlife Village Homeowners' Association (PVHA). Director Nong Albarillo has likewise been delegated to perform designated front office functions in support of Acting President Alex Perez to help ensure the continuity of day-to-day operations. Village Manager Nelson Dela Cruz will continue his duties and responsibilities in connection with the PVHA’s operations and maintenance (O&M) needs.

We appreciate the understanding, cooperation, and continued support of all residents. PVHA Front Office remains committed to providing effective, efficient, and responsive service to our community while wishing President Aranas a smooth and complete recovery.

Subject: Scheduled Fogging Operation

Please be informed that due to a reported case of dengue in our village, a fogging operation has been scheduled by the Las Pinas City Health Office and will be conducted on Tuesday, August 4, 2026 and Thursday, August 6, 2026.

The operation will be done in the areas covering affected resident, vacant lots and other premises. During this operation, residents are requested to move their caged pets and birds indoors.

Moving forward, may we also request everyone to please refrain from stocking water in open containers, plants with base plates, etc., to lessen the risk of having stagnant water that may cause the breeding of dengue-carrying mosquitoes.

Your utmost cooperation in this matter is highly appreciated.
