I. ASSOCIATION DUES 2027
PVHA has experienced a significant decline in revenue from hall rentals, which has traditionally been one of the Association's sources of income. Other sources of income that are not significant but augments our annual budget have also dwindled.
In addition to this decline in revenue from hall rentals, the increasing cost of operating expenses has further burdened the Association's financial stability. The Board deems an increase in the Association dues as necessary at this point to enable PVHA to keep pace with the significant rise in operating costs, including fuel, electricity and other essential services, as well as the increase in the minimum wage of our Operations and Maintenance (O&M) personnel including our Security Team, as mandated by the National Government. Other operating expenses have likewise been affected by continuing inflation.
The existing PVHA By-Laws approved by DHSUD, specifically Section III (d) permits an increase of up to 10% in annual Association Dues, provided that the increase is approved by the Board of Directors in a special meeting. The same provision further stipulates that such increase could be done no more than once in a given year.
Therefore, in this light, the PVHA Board, during its October monthly meeting, unanimously approved a 10% increase, equivalent to Php 0.36 centavos per square meter of property effective January 1, 2027.
The PVHA Board recognizes the impact of this adjustment; it is however our main objective sustain the safety, security and upkeep of the Village.

II. DPWH DRAINAGE & ROAD REHABILITATION OF PHILAMLIFE AVENUE (STA 0 + 000 TO MERCURY DRUG AT CV STARR WILL COMMENCE IN NOVEMBER 2027
This long-awaited project to address flooding at the Mercury Drug area will finally commence sometime in November. Construction period is 120 days (4 months) and traffic and road safety will be a concern. PVHA’s Construction Committee will be engaged in this project to ensure smooth and safe implementation. According to the DPWH representatives there is also an approved second phase on this flood mitigation project along CV Starr to Philam Main Gate also to be implemented in 2027.
III. NOTICE OF PHILAM VILLAGE COMMUNITY GARDEN
We are pleased to invite everyone to attend the formal launching of the Philam Community Garden as follows:
Date: October 15, 2026 (Thursday)
Time: 9:00 AM to 12 NOON
Location: Buera Hall
A lecture/demo on Urban Gardening and hydrophonics will be conducted by subject matter experts. We encourage you to register at the PVHA front office to assist us in the meeting preparation.
IV. PROPOSED MULTIPURPOSE FACILITY TO REPLACE/UPGRADE THE DILAPIDATED PHILAM VOLLEYBALL COURT (UPDATE)
We are pleased to invite all Philam residents to attend the follow-up Town Hall meeting regarding the proposed construction of a single-storey multipurpose facility to replace the dilapidated volleyball court.
If approved by Philam residents through a referendum, the proposed facility will be constructed within the footprint of the existing courts in the Village Park. It will not be built in another location within the Village Park, nor will it extend into or encroach upon the football field.
The details of the follow up Town Hall meeting are as follows:
Date: October 25, 2026 (Sunday)
Time: 9:00 AM to 12:00 NOON
Location: Marasigan Hall
Referendum Schedule
Following the Town Hall meeting, a referendum will be conducted to determine whether residents agree or disagree with the implementation of the proposed project.
The referendum will be overseen by an independent COMELEC, at the request of the PVHA Board. The independent COMELEC has traditionally managed and administered elections and referenda conducted within our Village. We encourage all Philam residents to attend the Town Hall meeting, learn more about the proposed facility, raise any questions or concerns, and participate in the referendum. Your participation and vote are important in determining whether this project will proceed.
The schedule for the referendum is as follows:
• October 27–29, 2026: House-to-house distribution of ballots
• October 30, 2026: Deadline for submission of completed ballots to the PVHA office
• October 31, 2026: Public counting of votes by the independent COMELEC (Buera Hall, 9:30 a.m.)
V. RATE ADJUSTMENT FOR JOB ORDER REQUESTS (HOME REPAIR WORKS)
The PVHA Board of Directors unanimously approved, during its monthly meeting held on October 8, 2026, an increase in the hourly rate for job order requests for home repair works from ₱150 to ₱200 per hour. Job order requests are limited to a maximum of one (1) day work only and priorities will be given to emergency works.
This adjustment is necessary due to increases in the minimum wage, gasoline prices, and
preventive maintenance costs.
To provide residents with more affordable alternatives for works requiring more than one day, a list of capable service providers was developed and may be obtained from the PHA Front Office.
Residents are also encouraged to consider engaging these PVHA-recognized independent service providers for their home repair needs since PHA maintenance manpower level is at its bare minimum as part of our commitment to meet annual budget.
Please note that when residents engage third-party service providers, any agreement or contract for the work is strictly between the resident and the service provider. The PVHA's role iS limited to verifying the service providers' competence and does not make the PVHA a party to any agreement or contract entered into between the resident and the service provider.
VI. TRICK OR TREAT 2026 (OCTOBER 31, 2026)
It's that spooky time of the year again! Get ready for an exciting Halloween celebration filled with fun, laughter, costumes, and sweet treats! Halloween is more than just dressing up and
collecting candy-it's a wonderful opportunity to bring our community together, enjoy the festive season, and create lasting memories with family, friends, and neighbors.
We are encouraging every able and willing household to make our neighborhood extra spooky by decorating our homes, preparing simple treats for the little trick-or-treaters, and spreading the Halloween spirit. We warmly invite everyone to join the fun and help create !Halloween magic!

VII. ADJUSTED BUSINESS HOURS OF THE SENIOR CITIZEN HALL
Please be informed that effective Monday, October 12, 2026, the Senior Hall will be open every Monday and Wednesday, from 9:00 AM to 12:00 noon only.
