Legal Expert Slams "Manufactured Scandal" in VP Probe; Cites Inflated Figures
MANILA, Philippines — Legal analyst Atty. Raymond B. Batu has raised the alarm over what he describes as a "bloated financial narrative" being weaponized against the Vice President during recent committee hearings.
In a scathing opinion piece, Batu argued that the presentation of a staggering ₱6.771 billion figure is a deliberate attempt to "color the mind of the public," claiming the amount was artificially inflated by including transactions from over a decade before the Vice President took office.
The "Billion-Peso" Discrepancy
According to Batu, the narrative of "overwhelming magnitude" collapses when the data is restricted to the period relevant to the Vice Presidency (2022–2025). He highlighted the following breakdown of transaction volumes:

Batu pointed out that the jump from ₱60.36 million to ₱6.771 billion was achieved by "tenure-blurring"—incorporating records dating back to 2006 and sweeping in joint accounts linked to other individuals.
"Propaganda Dressed Up as Process"
The legal expert characterized the proceedings as a violation of fundamental fairness and a "grave abuse of discretion." He warned that the committee appeared more interested in creating a "grand narrative" for public consumption than adhering to legal precision.
"That is how you turn a narrow constitutional issue into a wide historical dragnet... It is the gravest form of grave abuse of discretion—the use of official processes to inflate, expand, and weaponize matters outside the proper constitutional period."
Not Proof of Wrongdoing
Batu further clarified that even the lower figure of ₱60.36 million does not equate to evidence of a crime. He emphasized three critical legal distinctions:
Transaction volume is not the same as net worth.
AMLC reports are not the actual underlying bank records.
Aggregate totals do not constitute proof of "unlawful wealth" or a false SALN.
"The damage is done once the public hears 'billions,'" Batu stated, describing the strategy as "trial by optics." He concluded that the current trajectory of the investigation is "not impeachment," but rather "propaganda dressed up as process," expressing concern over the blatant "twisting" of official procedures in full view of the public.
