𝙏𝙃𝙀 𝙆𝘼𝘽𝙄𝙇𝙄𝙉 𝘾𝙀𝙉𝙏𝙀𝙍, 𝘾𝙀𝘽𝙐 𝘾𝙄𝙏𝙔– A significant milestone in strengthening the protection of the Philippines' cultural heritage against disasters officially commenced on July 30, 2026 with the launch of the Bantay Kabilin: Pilot Training Program on Disaster Risk Management for Cultural Heritage (DRMCH) under the Kabilin Partnership Program of the RAFI - Ramon Aboitiz Foundation Inc. in partnership with the International Council on Monuments and Sites - ICOMOS Philippines and with the support of the Japan Foundation in Manila.

Implemented through the Kabilin Partnership Program, the first-ever training in the country brings together representatives from local government units, heritage practitioners, museums, cultural institutions, churches, disaster risk reduction and management offices, civil society organizations, and community partners to develop a shared commitment toward safeguarding cultural heritage before, during, and after disasters.

The pilot training seeks to cultivate a culture of shared stewardship by reinforcing that protecting cultural heritage is also protecting identity, collective memory, and community resilience.

Opening the program, Ar. Kenneth Javier Tua, PhDAgSci, Chief Project Officer of the Kabilin Partnership Program, emphasized that Cebu City's rich historical and cultural landscape makes it an ideal venue for piloting the national training course.

Representing ICOMOS Philippines, Ar. Giuseppe Luigi H. Abcede delivered the partners' message, highlighting the importance of collaboration among heritage organizations, government institutions, technical experts, and local communities in translating internationally recognized conservation principles into meaningful local action.

Delivering the keynote address, Ms. Amaya Cristina A. Fansler, President and Chief Executive Officer of RAFI, emphasized that protecting cultural heritage must go hand in hand with disaster risk reduction and climate resilience. She highlighted the importance of aligning international standards with local realities and underscored the value of partnerships among government, heritage professionals, communities, and development organizations.

Through sustained collaboration among RAFI, ICOMOS Philippines, government agencies, heritage institutions, and local communities, the initiative aims to strengthen the country's capacity to safeguard its irreplaceable cultural heritage while building more resilient communities for future generations.

Recognizing the vital need to integrate disaster risk management into cultural heritage conservation, the 𝐑𝐚𝐦𝐨𝐧 𝐀𝐛𝐨𝐢𝐭𝐢𝐳 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧, 𝐈𝐧𝐜. (𝐑𝐀𝐅𝐈) and the 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐧 𝐌𝐨𝐧𝐮𝐦𝐞𝐧𝐭𝐬 𝐚𝐧𝐝 𝐒𝐢𝐭𝐞𝐬 (𝐈𝐂𝐎𝐌𝐎𝐒) 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬, through the Kabilin Partnership Program (KPP), and with the support of Japan Foundation, Inc., will implement Bantay Kabilin (Safeguarding Heritage)—a pilot training on Disaster Risk Management for Cultural Heritage in the Philippines.

Running from July 30 to August 20, 2026 at The Kabilin Center, a three-week long program that aims to strengthen local capacities in the conservation of cultural heritage before, during, and after disasters. It brings together heritage practitioners, cultural workers, local government representatives, emergency responders, and other stakeholders to promote heritage-sensitive disaster risk management and build more resilient communities.

Through this pioneering initiative, RAFI and ICOMOS Philippines reaffirm their shared commitment under the Kabilin Partnership Program to ensure that Cebu's cultural heritage remains valuable not only as a legacy of the past, but as an enduring resource for future generations.

Our heritage tells the story of who we are but conserving it requires more than remembrance. It calls for collective action.

"𝐁𝐚𝐧𝐭𝐚𝐲 𝐊𝐚𝐛𝐢𝐥𝐢𝐧," which translates to "𝐒𝐚𝐟𝐞𝐠𝐮𝐚𝐫𝐝𝐢𝐧𝐠 𝐇𝐞𝐫𝐢𝐭𝐚𝐠𝐞," goes beyond conserving historic structures and cultural treasures. It embodies a shared commitment to sustain our traditions, strengthen community resilience, and ensure that the stories, practices, and places that define our identity endure despite the challenges posed by disasters, climate change, and other threats.

Through the integration of Disaster Risk Management (DRM) into heritage conservation, Bantay Kabilin equips communities, heritage practitioners, local governments, and disaster risk stakeholders with the knowledge and skills to identify risks, reduce vulnerabilities, and strengthen preparedness, response, and recovery efforts that support the long-term conservation of cultural heritage.

By integrating disaster risk management into heritage conservation, we strengthen our collective capacity to safeguard the stories, traditions, and landmarks that shape our communities and conserve them for future generations.

As advocates, practitioners, and stakeholders come together for this meaningful initiative, we are honored that 𝐓𝐡𝐞 𝐊𝐚𝐛𝐢𝐥𝐢𝐧 𝐂𝐞𝐧𝐭𝐞𝐫 serves as a space that fosters dialogue, learning, collaboration, and collective action toward heritage conservation and community resilience.
