In July 1967, Cadiz was inaugurated as a city by virtue of Republic Act No. 4894 which was passed by Congress on June 17, 1967.

When Cadiz City was officially established, HERACLEO VILLACIN was the City Mayor. He continued to serve in that capacity until his death in 1975. The city was created through Republic Act 4894, which was approved in June 1967, and authored by Congressman Armando C. Gustilo.

Meet JR Ledesma:
Cadiz City’s Heartfelt Visual Artist

JR Ledesma has always had art in his soul. Though he originally dreamed of studying Fine Arts, life led him to earn a degree in Secondary Education, majoring in Physical Education at the Philippine Normal University (PNU).

But his love for art never faded. JR has since joined national competitions like the Philippine Art Awards, GSIS Art Competition, and Metrobank MADE—and even held two solo exhibits at Kulay Diwa Gallery: “Outburst” (2016) and “Hidden Grief” (2020).

In 2023, he was honored with the Cadizeños Award for Visual Art and recognized by PNU. Now, with support from the Cadiz City Government, he’s finally pursuing formal Fine Arts studies in GK College of Business & Technology.

Through workshops, exhibits, and murals, JR shares his passion locally—believing that art is a gift, a way to heal, and a voice for personal truth.
