WANTON GREED | Unable to moderate their greed and postpone the harvest of the billions from stolen public funds, the syndicate behind the anomalous projects in Naujan, Oriental Mindoro violated the election ban on infrastructure projects.
Comelec chairman George Erwin Garcia should take a look at the implementation of 16 contracts for flood control projects in Naujan, Oriental Mindoro with a total cost of P3.7 billlion.
Under the Omnibus Election Code, there is a ban on the award and implementation of infrastructure projects, among others, during the election period.
For the May 12, 2025 national and local elections, the election period was set for January 12, 2025 to June 11, 2025.
Hence, Oriental Mindoro 1st District Rep. Arnan Panaligan must explain why he insisted on the conduct of public biddings, award and signing of contracts, and issuance of notice to proceed on 16 DPWH contracts with a total cost of P3,720,207,551.12 during the election ban.
In the research conducted by The Political Blogger, we found that these contracts were simultaneously awarded on February 7, 2025, which is definitely within the period covered by the election ban.
The obvious question is: WHY THE HURRY?
Of course, the obvious answer is UNBRIDLED GREED.
All these sixteen projects were awarded on the same day: February 7, 2025.
All the contracts were signed by and between DPWH Region IV-B Regional Direcor Regional Director Gerrald Pacanan.
That is 16 counts of violation of the Omnibus Election Code, which carries administrative and criminal liabilities.
These DPWH officials who had a participation in the bidding, award and implementation of these projects have put their necks under the guillotine.
They are also liable for violation of RA 3019 for causing undue injury to the government and giving unwarranted benefits to the contractors.
But Panaligan might be able to escape prosecution. He has not signed any documents. Perhaps his signages claiming credit for these projects might just be used to implicate him.
