The Baguio City Council has enacted an ordinance institutionalizing the annual celebration of Baguio City Skateboarding Day every June 21, or on a designated alternative date, to promote skateboarding as a recognized sport, strengthen the local skateboarding community, and encourage youth participation in recreational, cultural, and sports development activities.
The ordinance was approved on third and final reading by the Baguio City Council on May 11, 2026 and signed by Mayor Benjamin Magalong on May 15, 2026.
Principally authored by Sangguniang Kabataan Federation President John Rhey Manaeng, the ordinance formally establishes Baguio City Skateboarding Day as an annual city-wide celebration to be held every June 21, or on the nearest Saturday of June when necessary. In special circumstances where the date cannot be observed as scheduled, the City Sports and Recreation Division under the City Administratorโs Office is authorized to set the appropriate date of celebration.
The ordinance creates the Baguio City Skateboarding Day Executive Committee. It is chaired by the City Administrator, with the President of the Sangguniang Kabataan Federation or the Chairperson of the Committee on Youth Welfare and Sports Development serving as co-chairperson. Its members include representatives from the City Sports and Recreation Division, City Environment and Parks Management Office (CDRRMO), City Health Services Office (CHSO), City Disaster Risk Reduction and Management Office, Emergency Medical Services (EMS), and three representatives from the local skateboarding community known as the โ2600 Skateboarding Community.โ
The Bayan Park Skate Park in Aurora Hill is designated as the primary venue for the celebration, hosting various activities such as skateboarding competitions, skills clinics, games, and other programs identified by the Executive Committee.
The committee is also authorized to identify additional venues as may be necessary to accommodate other event components.
For safety and preparedness, the ordinance requires the presence of medical and emergency response support during all activities. The CHSO, CDRRMO, and EMS are mandated to provide first aid and emergency assistance, while participants are required to observe the use of proper protective gear throughout the event.
The measure likewise promotes inclusive participation by encouraging the involvement of skateboarding enthusiasts, stakeholders, and the general public in all related activities.
An Implementing Rules and Regulations (IRR) shall be drafted by the Executive Committee to guide the operational details of the ordinance, subject to approval by the Sangguniang Panlungsod.
To support the initial implementation, the city government shall allocate an initial budget of P100,000.00 which may be increased in succeeding years depending on the scope of planned activities and program expansion. -Jordan G. Habbiling
