Some Papua New Guineans especially elderlies are now so caught up in the networking marketing platforms that have evolve into new strategies over time. These platforms have failed but changed to something new. Now the citizens are losing interest in their SME's and putting more effort into these businesses. Also they are adapting into the latest technology with their so called high earning investment businesses. PNG has been seen in the scam world as a very good investment location because of our cargo cult mentally, that we are easily convinced and decieved.

There will be a lot of drop outs due to limited spaces in education institutions. Parents should look for opportunities for their children to further their studies. Also, they must be mindful of institutions they send their children to. Most are established for the main purpose of profit and are not accredited, affliated or registered with DHERST or NTC. The certificates obtain can be invalid when it comes to job searching or education enhancement. Be very judgemental and critic when looking for your childrens education future. Private education schools and institutions are popping up everywhere in the country. Beware!

FORM 11 Affecting Public Goods and Services in East Sepik

At the peak period of Christmas and New Year, the so-called form 11 that was issued by the Finance Secretary is affecting basic public goods and services.

Form 11 is a government financial form prescribed by the public Finance Management Act 1995 to deliver the service proof of payable with government cheques or cash transactions. This form 11 is applicable to DSIP, PSIP, and PIP funds on exemption during the closure of government financial system.

In East Sepik Province, only out of 23 alone, the provincial government is currently enforcing form 11 in East Sepik Operational and development grants.

I was surprised to learn that the little casual salaries at ESPA will not be paid out this fortnight. How sadly will this little casual buy rice and tinfish to celebrate the new year 2024. Most service providers and the operation will be affected by form 11.

From rumor, I noted that the governor is the only person who will sign the form 11 for East Sepik Government proof of service for transactions and at the moment he is in Philippines for his private business trip. From that note , it is most likely that the East Sepik Provincial Government will face many lawsuits in 2024 for noncompliance of minor and major works contract agreements for late payment. Road and bridge works will deteriorate once the contract stops waiting payments.

Form 11 is manually filled with blue pen and not electronic type as stipulated in Public Finance Management Act 1995. The good governor must advise the Finance Secretary to uplift this instruction of form 11 before the bank close for the new year 2024.
