Carole Doullard's performance work "The Viewers", which was part of Oslobiennalen First Edition, is now part of The City of Oslo Art Collection. Starting today, the work will be performed at five locations in Oslo.

“This special issue is devoted to research on the changing paradigms of public art, and of public spaces. Today all art can be characterized as public since it is mediated via relational networks. The shift of paradigm from modernist art to contemporary art coincides with this shift of paradigm –from consumption to communication –in the sense that advanced art practices had already absorbed the change from individual mediation to relational networks. In the communication network of relations, artists and works are constitutive elements. Without the works and the artists, the relational network does not exist, and vice versa: Without the network of relations, neither artists nor works are made visible. This constitutive reciprocity of relations is decisive both for theorists doing research on public art and art in public spaces, as well as for artists who are doing research in public spaces.”

Redaktør Olga Schmedling skriver dette i forordet til Nordic Journal of Art and Research Vol 10 Nr. 3 (2021): Researching public art and public space. I en artikkel i dette tidsskriftet, som kan leses gratis på nett, diskuteres både et prosjekt fra Oslo Pilot – Marianne Heskes House of Commons – og et prosjekt fra Oslobiennalen Første Utgave - Carole Douillards The Viewers i lys av blant annet objekt-orientert ontologi. I en annen artikkel diskuteres House of Commons i lys av begrepet urban morphology.

Nordic Journal of Art and Research er et tverrfaglig, fagfellevurdert tidsskrift for kunst og forskning. Tidsskriftets mål er å spre kunnskap og erfaring fra forskning og utviklingsprosjekter innen kunstnerisk praksis og refleksjon, kunstutdanning, kunst- og kulturteori og relaterte områder. Tidsskriftet retter seg mot flere kunstfag og kunstpraksiser, som musikk, visuell kunst, dans, drama og teater.

Editor Olga Schmedling writes this in the editorial to the Nordic Journal of Art and Research Vol 10 Nr. 3 (2021): Researching public art and public space. In one article in this journal, that can be accessed for free online, a project from Oslo Pilot – Marianne Heske’s House of Commons – and a project from Oslobiennalen First Edition - Carole Douillard’s The Viewers – in light of among other things, Object-Oriented Ontology (OOO). In a different article House of Commons is discussed in light of the urban morphology.
Nordic Journal of Art and Research is an interdisciplinary, peer-reviewed, open-access journal aimed at disseminating knowledge and experience from research and development projects based on artistic practice and reflection, art education, art theory, cultural theory and related areas. The journal is related to the disciplines and practices of the arts, such as music, visual arts, dance, drama and theatre.

Nordic Journal of Art and Research was created by Oslo and Akershus University College, now OsloMet — Oslo Metropolitan University during fall of 2011 under the name InFormation - Nordic Journal of Art and Research.

I dag er det Oslo kulturnatt, og selv om Oslobiennalen er over for denne gang, vil vi gjerne dele noe av det vi har produsert i løpet av de årene første utgaven varte. Særlig glade er vi for at vi kan dele ut Graziela Kunsch sin publikasjon Urbania 6: Public as Mutual som vi forhåndslanserte med et digitalt arrangement før sommeren. Today is Oslo Culture Night, and even though Oslobiennalen First Edition is over, we want to share some of what we have produced during the years the First Edition lasted. We are especially happy to share Graziela Kunsch’s publication Urbania 6: Public as Mutual, which we pre-launched digitally just before the summer. The printed publication arrived at the end of August. If you stop by our booth at the Culture Night piazza at Jernbanetorget between 12 and 4 pm, you can get copies of Urbania 6 and other publications for free!

Oslo kommunes kunstsamling og Oslobiennalen ønsker å minnes ofrene etter 22. juli og markere at det er ti år siden terrorangrepet som berørte oss alle. I den forbindelse deler vi Alexander Rishaugs lydverk Y (59° 54′ 54,76′′ N 10° 44′ 46,03′′ Ø) med publikum i form av en digital utgave på Oslobiennalens nettside. Opptaket vil være tilgjengelig hele 22. juli.

Alexander Rishaugs Y (59°54’54,76” N 10°44’46,03” Ø) tar utgangspunkt i lydopptak i det norske regjeringskvartalet, gjennomført over to netter i oktober 2017.

Verket kan beskrives som et sonisk portrett av den forlatte bygningens nåværende tilstand av hjemsøkt tomhet, en tomhet som kan kobles til hendelsene 22. juli, 2011.

Den grusomme terrorhandlingen startet med en bombe i Regjeringskvartalet. I løpet av en dag ble bygningene lagt øde, og husene ble tømt. Det som fyller Høyblokka etterpå, er en stillhet større enn rommenes volum, en stillhet som rommer både et før og et etter.

Vi kan bare fantasere oss fram til mengden av forskjellige lyder som har fylt de brutalistiske

kontorbyggene i årene fram til bomben smalt: summende stemmer, knitrende dresser, klakkende sko, knepp fra dokumentmapper, arbeidende fingre over skrivemaskiner og tastaturer. Tiår med lyder akkumulert og preget inn i veggene.

Rishaugs lydopptak, utgitt som åtte lydspor på LP, gir oss mulighet til å dvele ved stillheten, en påminner både om den tidligere aktiviteten i bygget og om hvordan det endte.

In memory of the victims after the terror attack 22 July in Oslo and Utøya ten years ago that affected the whole of Norway, The City of Oslo Art Collection and Oslobiennalen are making Alexander Rishaug’s sound work Y (59° 54′ 54,76′′ N 10° 44′ 46,03′′ Ø) available to the public in a digital edition at Oslobiennalen’s website. The recording will be available for the full day 22 July.

For his project, Y(59 ° 54'54.76 ″ N 10° 44′46.03 ″ Ø), Norwegian artist Alexander Rishaug has conducted sound recordings in the Norwegian government quarter. The recordings were made over two nights in October 2017.

The work can be seen as a sonic portrait of the abandoned building’s current state of haunted emptiness, an emptiness which connects to the events of July 22, 2011.

The gruesome terror attack began with a bomb in the Government Quarter. From one moment to the next, buildings were laid waste, and the two blocks were evacuated. What fills Høyblokka now is a silence that surpasses its spatial dimensions, a silence that speaks of a before and an after.

We can only imagine the number of different sounds that filled the Brutalist office buildings in its life before the bomb exploded: the murmur of voices, the rustle of clothing, the tap of shoes, the snap of document files, fingers tapping on typewriters and keyboards. Decades of sounds accumulated and imprinted on its fabric.

Rishaug’s audio recordings, released as eight tracks on vinyl LP, are the sound of a silence, a reminder of both earlier human activity and how it ceased.

«In 2019 Oslo got its own unorthodox kind of biennial in the form of osloBIENNALEN, a grand, largely outdoor festival dedicated to art in the public sphere and designated to evolve “with different temporalities, rhythms, and duration.” Of the 30 artists included in the first edition, about one-third hailed from Norway. Unlike the Venice Biennale, which views the entire world as its target audience, osloBIENNALEN is meant primarily for the citizens of Norway. “It’s a way of securing interaction with the community, and it will become a more interesting dialogue,” said Ole G. Slyngstadli, osloBIENNALEN’s executive director. The first edition’s artist list included 10 Norwegians—“and there are 1,500 registered artists living in Oslo,” Slyngstadli noted. “The 1,490 others were a little bit disappointed.”

Though the osloBIENNALEN was conceived as a program to run over five-year cycles, with the first one slated to continue into 2024, the pandemic cut it short and marked 2021 as the end. Plans for the next one remain to be established, but Slyngstadli said he is hopeful for the future of an enterprise that garnered good attention its first time out.»

A big thank you to Graziela Kunsch for taking us through the editorial process of the coming issue of Urbania magazine with the subject «Public as mutual».

Also big thanks to Rodrigo Ghattas-Pérez and Bianca Hisse for introducing the artist network Verdensrommet and the project «a post-capitalist lexicon for immigrant artists» that will be part of the publication.
