INTRODUCTION
This post describes activities of Civilian Work Troops Reservists for the Protection of Civilians following an on-ramp IN a City or Town
Such an on-ramp has an external cause.

Examples of triggers for which Civil Work Troops can be deployed are:

-Water-energy communication cut off for a long time
-Severe prolonged heatwave / extreme cold wave problems

It is difficult for the citizen living in the EU to imagine that the intentional spread of diseases is a weapon…

Yet it has been happening for centuries:
🔻Shooting plague carcasses over city walls during a siege;
🔻Using smallpox to rid colonies of natives;
🔻The poison dart frog;
🔻Sending anthrax in a letter;
🔻Experimenting with Ebola and such;
🔻Creating agricultural diseases.

Bio-warfare is strategically aimed to undermine the societal structures of citizens.
It is a form of mass destruction of citizens by means of terror-sabotage, which is almost never spoken about, such a horror…
And thát is the vulnerability.

This post is not intended to sow fear (the argument for keeping it quiet & secret).
This perspective on bio-threat is intended to be aware of this danger and to take timely countermeasures to protect residents: CITIZENS.

CCTP-Civilian Work Troops Reservists (the ‘hands’) have completed the following training courses during their 5-year PARTTIME training (100 hours per yr, min. hourly wage):

GENERAL SPECIFIC CRISIS TASKS
• Supporting quarantine zones;
• Distribution of medical supplies;
• Logistics for mass care.

DETECTION
• Signaling disease clusters;
• Monitoring medical alert systems.

LIMITING SPREAD
• Quarantine zones;
• Distribution of protective equipment.

PUBLIC CARE
• Supporting vaccination campaigns;
• Delivering food & medicine.

INFO MANAGEMENT
• Disseminating reliable health info;
• Countering panic & rumors.

PERSON-CENTERED EVACUATION & CITIZEN SUPPORT
• Organizing evacuation flows;
• Guiding citizens to safe zones;
• Setting up reception locations, sports halls-schools;
• Evacuees registration;
• Assistance to families (children-pets);
• Interpreting for diverse population groups;
• Citizen conflict mediation.

Currently, there are no minimally specialized units that protect CITIZENS against bio-evil.

E. During a CHEMICAL (WAR) CRISIS and/or toxic substances DISASTER.

Chemical incidents fall under CBRN response, involving cooperation between multiple services.

👉Currently, there are no military or civilian teams or units that, commissioned by local or regional top-down authorities (mayors or security regions) who protect CIVILIANS in CITIES & TOWNS during chemical disasters and/or warfare as ‘Work Troop hands’, ánd that have received basic education and training for this purpose.

Naturally: alarm signals go out during such a catastrophe. Noise will be heard everywhere as chemical poison spreads on the wind.

Naturally: text messages from the Government are being sent out: stay inside, cut off the outside air, and so on. However, there is a gap in the follow-up during the enormous panic resulting from this: there is no ‘guided CITIZEN-oriented follow-up’ other than every man for himself…

This is ‘not under the control of any top-down’, this is not the safety organisation for which citizens pay their taxes…

Below are the SPECIFIC CRISIS TASKS of CCTP CIVIL WORKTROOPERS IN CASE OF CHEMICAL PROBLEMS:
• Cordoning off contaminated area;
• Supporting decontamination points;
• Distributing protective equipment.

DETECTION
• Deploying sensors and drones;
• Marking dangerous zones.

DECONTAMINATION
• Helping to set up decontamination points;
• Isolating contaminated clothing and materials

EVACUATION
• Moving citizens out of gas or toxic zones

MEDICAL ASSISTANCE
• First aid support for treatment of poisoning
• Physical protection for emergency responders.

ORDER & SOCIETAL STABILITY
• Preventing chaos;
• Showing presence (visible calm factor);
• Support police in maintaining order (non-repressive);
• Identifying looting or tensions;
• Protecting shops and vital facilities;
• Neighborhood coordination;
• Restoring trust between government-citizens.

PART 1: SETTING UP NETWORK
Emil, a reservist major with scars from missions he never explains, looks out over an ordinary street in Köln.
“It starts here” he says. No barracks, but residential neighborhoods.

He calls former colleagues, but mostly civilians: a veterinarian, a construction worker, a young woman with two search dogs.
Within weeks, a CCTP team is formed: 12 people, 4 dogs.
No uniforms, but yellow vests.
Emil explains it simply: “You are not soldiers! You are Protectors: the difference between chaos and rescue.”

A group chat, walkie-talkies, a list of addresses. The network is in place: silent and invisible, until needed.

PART 2: TRAINING
At the dog school, lots of instructions for dog owners, and action for the scent hounds. Dogs dive through pipes, clamber over rubble, and react to scent.
Emil clearly sees that it is not the dog that is failing, but the handler steering incorrectly.
Sweat, mud, repetition.
A woman learns to control her fear while her dog crawls under a collapsed structure. Another little dog learns to be quiet, to listen to a moan that means life.

Emil is not building a hobby club. He is forging trust.
At the end of the day, man and dog stand side by side. No more doubt. Only focus.

PART 3: OPERATIONAL DEPLOYMENT (Köln)
An explosion. An apartment building partially collapsed. Sirens. Dust.
Emil is already there: Team 1, left. Team 2, follow me.
Dogs sniff, pull, bark. One spot. Silence. Then: scratching.
“Here!”
Hands dig. Beams are lifted. Time no longer exists.
A child under the rubble. Alive.

The dog stands still, guarding.
Emil nods briefly. No words.
This is what they trained for.
No heroes. But results.

D. During a nuclear (warfare) crisis
(radiation, nuclear explosion)

Crisis: the air raid siren goes off. Not somewhere far away, but here. In your city.
THIS is the moment when CCTP-Civilian Workers rise up and work visibly, in an organized and people-oriented manner

The first few minutes are crucial. Sirens blare, mobile alerts appear, and clear citizen instructions are repeated. CCTP opens underground shelters (metro basements), distributes iodine tablets.
Measurements start: where is there radiation? Contaminated zones are cordoned off, targeted evacuations

On the street, you see no chaos, but structure. Work Troopers guide citizens to safe zones, assist families-children-pets, and set up reception locations (sports halls and schools).
Everyone is registered. Where necessary, translation, mediation and reassurance are provided.

Behind the scenes, a logistical engine is running. Distribution of water and food, activation of emergency power supplies, and transport (bicycles & vans) for people and resources where needed.
Medical teams stabilize radiation victims, and Work Troopers handle transit.

Shelters are being additionally sealed, and decontamination is being organized.
CCTP protects vulnerable infra, e.g., with anti-drone measures, and prepares distribution points.

Communication is twofold: digital and analog. Maps and paper are just as important as apps.
The Oproom remains continuously open with simple and repeatable public instructions.

Info is both a weapon and a shield:
Work Troopers observe, report, and use camera drones. Citizens provide footage via crowdsourcing. Everything is streamed using AS-IT-IS.
Disinfo stands no chance. To function in this way, ‘the hands’ train in advance with scenarios: power outages, drone attacks, sabotage, waves of panic, first aid, triage, evacuation, crowd control, dealing with stress and info chaos.

This is how you keep a city running when there is a threat of everything grinding to a halt:

During a small-scale asymmetric war there is no front line: the neighborhood is the battlefield. The opponent operates unpredictably in small, flexible groups and uses drones, sabotage, disinfo and targeted attacks on vital infrastructure (power, water, communications), combined with psychological pressure

CCTP-teams of Civilian Work Troops Reservists (10–20 people) work locally in their own place of residence under the authority of the mayor.
Their task: protect, CIVIL PSYCHO-stabilization, restore and inform CIVILIANS.
The effort is quick, visible and locally aimed at bringing peace, keeping basic facilities running and strengthening resilience
They are on call 24/7

My name is Major (Ret.) Karel, from Amsterdam.
Let me take you into how we are building and training a new unit of CIVIL WORK TROOPS in Amsterdam.

Right now, we are positioned at metro entrances. We train in installing bars and nets so people can take shelter safely in case of drone threats. It is not a military spectacle, but exactly the kind of work that makes the difference in times of crisis.

Our foundation is simple: civilian resilience. Anyone who wants to help in their neighborhood can join. They receive training in advance, so they know what to do when it matters.

Because in cities and towns, during crises or war, the same problem always arises: a massive shortage of hands. Work that must be done.
Think of loading and unloading vehicles, trains, ships. Building and managing supply depots. Distributing food and water. Guiding evacuations. Providing first aid. Clearing debris. Setting up emergency facilities.
And also protection against drones.

Civil Work Troops provide cohesion and ex*****on. They are deployed under the authority of the mayor, but never for tasks already assigned to existing organizations.

In the past, Amsterdam had such units: the military work troops, the “Amsterdam darlings.” Hard-working, independent, sometimes rough, often underestimated. They did the heavy lifting: carrying, digging, clearing. Always where it was dirty, heavy, or chaotic. Not always popular, but indispensable.

That time may seem gone, but the need is not.

That is why we are rebuilding it.
Led by experienced reserve NCOs and officers (retired). People with life experience, composure, overview, and people skills. Because a work troop is not just a group of hands: it is a unit.

By organizing Civil Work Troops per neighborhood, we give “Citizens in Cities & Towns Protection” a true restart. Recruitment runs via Social Services.

THIS IS HOW WE INVOLVE EVERYONE
Not as spectators, but as participants in the protection of our society.
