A small voice from Cambodia — a voice of pain and truth.
Thailand is telling the world that Cambodia started the war. That’s a lie. It was Thailand who fired first, entered our land, and killed a Cambodian soldier.

They say they want peace — but their actions show otherwise:
• Refused peaceful talks at the ICJ
• Closed the border
• Threatened to cut electricity and internet
• Expelled our ambassador
• Allowed a Thai citizen to assault a Cambodian officer and flee

How is this peace?
Cambodia is a small country. We don’t want war. We’ve suffered enough. We only ask for truth and justice.

This is not propaganda. It’s a plea from an ordinary Cambodian. Please look at the facts before choosing who to believe.

Truth is not measured by power — it’s measured by actions.

យើងខ្ញុំតំណាង និងសំឡេងពាក់ព័ន្ធរបស់ប្រជាជនកម្ពុជា សូមអំពាវនាវជាបន្ទាន់ទៅកាន់សហគមន៍អន្តរជាតិ ឱ្យឆ្លើយតបយ៉ាងម៉ឺងម៉ាត់ចំពោះសកម្មភាពឈ្លានពានយោធានាពេលថ្មីៗនេះរបស់ព្រះរាជាណាចក្រថៃមកលើទឹកដីកម្ពុជា។ នៅក្នុងឱកាសជាច្រើន រួមទាំងការកើនឡើងថ្មីៗបំផុតនៅក្នុងថ្ងៃទី២៤-២៦ ខែកក្កដា ឆ្នាំ២០២៥ កងកម្លាំងប្រដាប់អាវុធថៃបានរំលោភលើព្រំដែនដែលត្រូវបានទទួលស្គាល់ជាអន្តរជាតិ ដូចដែលបានបង្កើតឡើងដោយសន្ធិសញ្ញាបារាំង-សៀមឆ្នាំ 1907 និងបានបញ្ជាក់ជាថ្មីនៅក្នុងសាលក្រមរបស់តុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) ឆ្នាំ 1962 លើប្រាសាទព្រះវិហារ។ ការបំពានទាំងនេះមិនមែនជាឧបទ្ទវហេតុដាច់ដោយឡែកនោះទេ ដែលវាឆ្លុះបញ្ចាំងពីគំរូនៃការញុះញង់ និងការមិនគោរពចំពោះអធិបតេយ្យភាព និងច្បាប់អន្តរជាតិរបស់កម្ពុជា។

ទោះបីជាមានការខិតខំប្រឹងប្រែងផ្នែកការទូតម្តងហើយម្តងទៀតរបស់កម្ពុជា ក្នុងការបន្ថយភាពតានតឹង និងចូលរួមកិច្ចសន្ទនាដោយសន្តិវិធីក៏ដោយ ក៏ប្រទេសថៃបានបន្តចល័តទ័ព និងចូលរួមការលុកលុយឆ្លងដែន បង្កឲ្យមានរបួសស្នាម បំផ្លិចបំផ្លាញទ្រព្យសម្បត្តិជនស៊ីវិល និងការផ្លាស់ទីលំនៅរបស់ប្រជាជនស្លូតត្រង់។ ការប្រព្រឹត្តនេះគឺផ្ទុយនឹងធម្មនុញ្ញអង្គការសហប្រជាជាតិ ជាពិសេសមាត្រា 2(4) ដែលហាមឃាត់ការគំរាមកំហែង ឬការប្រើប្រាស់កម្លាំងប្រឆាំងនឹងបូរណភាពទឹកដី ឬឯករាជ្យភាពនយោបាយនៃរដ្ឋណាមួយ។

ដូច្នេះហើយ យើងសូមអំពាវនាវឱ្យអង្គការសហប្រជាជាតិ រដ្ឋជាសមាជិករបស់ខ្លួន និងអង្គការអន្តរជាតិទាំងអស់ ចាត់វិធានការជាបន្ទាន់ និងមានអត្ថន័យ។ ជាពិសេស យើងសូមអំពាវនាវឱ្យមានការព្យួរអាសនៈរបស់ប្រទេសថៃជាបណ្ដោះអាសន្ននៅមហាសន្និបាតអង្គការសហប្រជាជាតិ ក្រោមបទប្បញ្ញត្តិនៃមាត្រា 5 នៃធម្មនុញ្ញអង្គការសហប្រជាជាតិ ដែលអនុញ្ញាតឱ្យមានការព្យួរសិទ្ធិជាសមាជិក ដើម្បីឆ្លើយតបទៅនឹងការរំលោភលើគោលការណ៍របស់អង្គការសហប្រជាជាតិ។ សកម្មភាពបែបនេះនឹងបង្ហាញពីការប្តេជ្ញាចិត្តរបស់សហគមន៍អន្តរជាតិចំពោះយុត្តិធម៌ គណនេយ្យភាព និងការការពារប្រទេសអធិបតេយ្យពីការឈ្លានពាន។

លើសពីនេះ យើងស្នើឱ្យក្រុមប្រឹក្សាសិទ្ធិមនុស្សអង្គការសហប្រជាជាតិ និងការិយាល័យឧត្តមស្នងការអង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្ស (OHCHR) ស៊ើបអង្កេតការរំលោភច្បាប់មនុស្សធម៌អន្តរជាតិ និងសិទ្ធិជនស៊ីវិលកម្ពុជាដែលរងផលប៉ះពាល់ដោយការវាយប្រហារទាំងនេះ។

យើង​មិន​ស្វែង​រក​ជម្លោះ​ទេ ប៉ុន្តែ​យើង​ទាមទារ​យុត្តិធម៌។ ប្រជាជនកម្ពុជាឈរជើងដើម្បីសន្តិភាព អធិបតេយ្យភាព និងស្ថិរភាពក្នុងតំបន់។ យើងជឿជាក់លើសិទ្ធិអំណាចផ្នែកសីលធម៌ និងផ្លូវច្បាប់រួមរបស់សហគមន៍អន្តរជាតិ ដើម្បីទទួលខុសត្រូវចំពោះអ្នកឈ្លានពាន និងដើម្បីការពារមូលដ្ឋានគ្រឹះនៃសន្តិភាពដែលអង្គការសហប្រជាជាតិត្រូវបានបង្កើតឡើង។

To: Foreign friends and international organizations

We, the representatives and relevant voices of the Cambodian people, urgently call on the international community to respond firmly to the recent military aggression by the Kingdom of Thailand on Cambodian territory. On numerous occasions, including the most recent escalation on July 24-26, 2025, Thai armed forces have violated internationally recognized borders as established by the Franco-Siamese Treaty of 1907 and reaffirmed in the 1962 International Court of Justice (ICJ) Judgment on the Temple of Preah Vihear. These violations are not isolated incidents, but reflect a pattern of provocations and disrespect for Cambodia’s sovereignty and international law.

Despite Cambodia’s repeated diplomatic efforts to de-escalate tensions and engage in peaceful dialogue, Thailand has continued to mobilize troops and engage in cross-border incursions, causing injuries, destruction of civilian property, and displacement of innocent people. This conduct is contrary to the Charter of the United Nations, in particular Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any State.

We therefore call on the United Nations, its Member States and all international organizations to take urgent and meaningful action. In particular, we call for the temporary suspension of Thailand’s seat in the United Nations General Assembly, under the provisions of Article 5 of the Charter of the United Nations, which allows for the suspension of membership in response to violations of the principles of the United Nations. Such action would demonstrate the international community’s commitment to justice, accountability and the protection of sovereign States from aggression.

We further call on the United Nations Human Rights Council and the Office of the United Nations High Commissioner for Human Rights (OHCHR) to investigate violations of international humanitarian law and the rights of Cambodian civilians affected by these attacks.

We do not seek conflict, but we demand justice. The Cambodian people stand for peace, sovereignty and stability in the region. We believe in the collective moral and legal authority of the international community to hold aggressors accountable and to protect the foundations of peace on which the United Nations was founded.

I hope the world will hear this small voice—this is a voice of pain from Cambodia, a country that is currently being violated by Thailand, yet being painted by Thailand as the one who started the war.

1. Thailand told the world that Cambodia was the one who fired first, when in fact, it was Thailand who started it. Not only that, but Thailand has also distorted the truth both within their own country and to the global community. This act has deeply hurt the Cambodian people—being violated and then blamed by a more powerful neighbor just because they have more money and international influence. But we believe truth is not measured by money or power—it is measured by integrity. Just like how we judge a person not by their words but by their actions, the same should apply to countries.

Thailand claims to love peace and to be doing good—but look at their actions:

1. Thai forces entered and shot a Cambodian soldier dead.
2. Cambodia requested to settle the matter peacefully at the ICJ, but Thailand refused.
3. Thailand unilaterally closed the border.
4. Thailand threatened to cut off electricity and internet supply to Cambodia.
5. Just a few days ago, a Thai citizen assaulted a Cambodian officer and fled.
6. Before the attacks even began, Thailand expelled the Cambodian ambassador and recalled their own.

So I ask—are these the actions of a peace-loving country? Or a good neighbor?

Cambodia is an old country that has suffered through so much pain and oppression. All we ask for is peace. We are a small nation with a small population—how could we even dare to invade Thailand, a country so much larger?

This is a message written by an ordinary Cambodian citizen, with nothing but the hope to show the world the truth and ask for justice.
