Hon. Okpolupm Etteh received and conducted the delegation round the facility.The Commissioner who was represented by the Permanent Secretary in the Ministry, Engr. Akpabio To NASS: Pass PIB Bill For Development Of Niger Delta Region With Any PercentageMinister, Niger Delta Affairs Ministry, Senator Godswill Akpabio has appealed to the National Assembly to expedite action on the passage of the PIB bill, and not allow the issue of percentage to be allotted to the oil producing communities to delay its passage,so as to make life meaningful for the people of the Niger Delta Region.Akpabio made the appeal while speaking with newsmen at the Town Hall meeting on the Destruction of Oil Pipelines and Gas infrastructure,organized by the Ministry of Information and Culture at the NAF Conference Center, Abuja on Monday.A release by his Chief Press Secretary, Jackson Udom, quoted theMinister as saying, "Let me appeal to my former colleagues in the National Assembly to pass the PIB Bill into law so that the people of the region will begin to have a new lease of life. Pathetic Story of Akwa Ibom Community where residents drink from a pond.
The Village of Ikot Ntuk in Oruk Anam Local Government Area of Akwa Ibom State has been described as the darkest spot of the State by passers-by and indigenes whose living condition, wellbeing and security has remained perpetually deplorable for 228 years.
The Community which is about 45 poles away from the Local Government Headquarters in Ikot Ibritam, and one of the acclaimed 5 urban villages in the area with the second largest vote basket, has no trace of an urban facility; not even an electric pole. Worse is that it has no water source, except a pond which serves the entire community of over 5,000 people and a pipe-borne water of thirty years which never satisfies the people.
Even more, Ikot Ntuk has no graded road, no Hospital/Health Post/Pharmacy/Chemist and has no market. The only seemingly urban structure in the Village is a desk-less dilapidated Primary School located in front of a forest, without Perimeter fencing, windows and doors, uncemented floors and broken ceilings.
Accessible through Ekparakwa junction to Urua Anwa, the community is a 10 minutes drive from the left of the Urua Anwa junction.
Surprisingly, the Local Government is home to Rt. Hon. (Sir) Udo Keiran Akpan, Leader of the Akwa Ibom State House of Assembly; Commissioner for Education, Hon. Idongesit Etiebet; Sen. Itak Ekarika; Chairman, Akwa Ibom Environmental Protection and Waste Management Agency, Prince Akpan Ikim; Hon. Sampson Idiong, Hon. Paul Udofia, Mr. Okoko, Iboro Udom, Wife of the Chief of Staff to Governor Udom Emmanuel, Mrs. Ime Ephraim Inyang and Her Excellency, Dr. Martha Udom Emmanuel, whose paternal home is just a stone throw from Ikot Ntuk.
Moving around the community to the site of the pond, reporters met a dry pond another shocking experience was that it had dried off thus, making the villagers struggle hard to fetch from the only surviving pipe-borne water in the community.
Fielding questions from journalists, the Village Chief of Ikot Ntuk, Chief Michael Ukwok affirmed in vernacular that the ugly sights in the community were real.
“Without the missionaries, we would be dead for lack of water by now; we go to Ikot Ibritam to fetch water when our sources run dry completely and that is about an hour distance from here”.
The Village Chief explained that Missionaries from the Church of Jesus Christ of Latter Day Saints had given them 3 pipe-borne water in 1992, two of which had gone bad overtime.
“The one you see the villagers struggling to fetch from is the last one and we spend up to N80,000 yearly to repair it because as people press the lever everyday, the chain gets weak and eventually breaks. While we wait to have the N80,000 by taxing ourselves, we fetch from that dry pond you saw and pray for the rainy season to come quickly; otherwise, we go to the stream at Ikot Ibritam to fetch water", he narrated.
Speaking on the unhygienic water from the pond, the Chief expressed that they had gotten accustomed to the dirty water.
“When we fall sick, we travel down to Ikot Ibritam to buy drugs or Ikot Okoro for medical checkup but in many cases, a lot of people die before getting to the Hospital due to the distance and the deplorable condition of the road. Three people died on this road last year on their way to the hospital”, he recalled.
While lamenting the long years of neglect and deprivation of basic amenities, a former Youth President of the community, Nsese Michael Ukwok informed that Ikot Ntuk is the second largest vote basket of the Peoples Democratic Party (PDP) in Oruk Anam.
“This Village is ward 2 in Oruk Anam. Since independence, till 1999, this village has never done something less in terms of vote. We are more than 5,000 in number.
"Our population is vast such that another Unit will soon be created from us, only that it has not been approved. If you go to the voters’ register in the state you will see the number of votes this village produces during election.
"We have always supported the government even to the point of our people dying during election but they abandon us afterwards.
"The water from the pond you saw has caused so many deaths due to the long trip one has to embark on to access health facilities in Ikot Ibritam and other distant communities deplorable”, he decried.
Describing Ikot Ntuk as the darkest spot in the scrambled continent of the world, a citizen journalist, Udimekong Joshua observed that no infant, adult or aged person has ever set eyes on electricity in the Village.
“We don’t even have poles to start with. We don’t have water yet, we contribute a lot to the development of the State in terms of voting. It is sad that the huge amount of vote which we produce, does not equate with the dividends of democracy here.
"We deserve even more than 5 water projects in this community because we are more than 5,000. Our urgent need in this community is Water, Electricity, Roads and a Pharmacy at least. Hospitals would be a secondary need”, he maintained.
When asked if the Village has made any attempt to reach out to the government for help, the Village Chief recalled that they had sought the assistance of a former Councilor in the area who told them to stop pestering him.
“The Present Councilor is Mr. Idongesit Udoketor. The former Councilor told us not to bother him again, that we were not the ones who sat him as Councilor”, the Chief said in vernacular.
“I had also written to the SA on Power, Engr. Meyene and he told me that the letter has been received by the Governor. He also sent his men to come and do an electrical survey of the area but that was the last we heard of it”, he added.
Also mentioning conscious efforts made to reach for help, Joshua recalled that they had succeeded in reaching out to persons and organizations with little or no response.
“Severally, we have approached organizations and individuals for help on borehole drilling but only Hon. Bernard Sampson Idiong heeded the call by giving us a borehole which we cannot maintain due to the malfunctioned generator.
"Since the ongoing road construction in Ikot Ibritam to this place is taking a snail-pace, we need a hospital. If government in the space of 33 years cannot give us a hospital, let them give us a standard pharmacy, at least”, he pleaded.
“We need rehabilitation of our Primary school. We need the government to come to our aid; Sir. Udo Keiran constructed a classroom block for us, without which our children would have been sitting under the mango tree.
"The grownups trek long distances to go to Secondary School at Ikot Ibritam, Ikot Afanga or Ukanafun because we have none.
“We don’t even have a market. The distance from here to Urua Anwa and Urua Ufok Ibok in Ikot Ibritam is not something one can talk about. What we have is just an evening market without stalls where people sit on the ground to sell their wares, we need help”, he cried.
“Come 2023, we will not be fooled anymore. We won’t listen to their lies and we won’t bend backward for any Party or Politician”, the former youth leader maintained.

1. Congress resolved that the State Government should accommodate Journalists in the first round of the vaccination against COVID-19, because their daily job engagements put them at greater risk of contracting the disease.
2. Congress commended officials of the State Government for their exemplary leadership in taking part in the COVID-19 vaccination.
3. Congress called on the State Government to find lasting solutions to the lingering boundary crisis, communal clashes and land disputes in parts of the State to avoid continuous loss of lives and property.
4. Congress also called on the State Government to take drastic and urgent measures to tackle insecurity in parts of the State.
5. Congress equally extended her solidarity to security agencies in the State over attacks on their personnel in parts of the State, recently.
6. Congress, again urged the State Government to conduct the Executive Class examination for holders of HND in the State Civil Service, noting that it is not the fault of this category of workers and that it smacks of insensitivity to their career progression by denial of their promotion on the ground of not writing the examination even when they had paid the mandatory fees for the examination three years ago.

2023: Why PDP Will Zone Presidency To The South:

From early permutations, Udom must stay can report that the main opposition party, the Peoples Democratic Party (PDP) is most likely to zone its presidential ticket to the South to match the All Progressives Congress (APC), which is expected to do the same in the 2023 presidential bout.

According to checks, governors and leaders, who currently control the party, have quietly resolved to have the next president emerge from the south in national interest to douse North-South tensions ravaging the country, which they said will be escalated if one party chooses its candidate from the North and the other from the South.

The reasoning behind this decision, it was learnt, is to promote national unity and cohesion in the face of the current crisis bedeviling the country. Multiple sources told Udom must stay that the decision to settle for a candidate from the south was to match the APC, which had already agreed in principle to zone the presidency to the South after Buhari completes his tenure in 2023.

Though some power brokers in APC are moving to jettison the understanding and crown current Yobe Governor and current interim National Chairman of APC, governor Mai Mala Buni, mainstream stalwarts of the party are sticking to that understanding which will see the party rotating its ticket and zoning it to the South.

“It is clear that APC is going to the south by the power arrangements and commitment made to rotate the presidential ticket during the formative stage of the party. So, PDP will follow suit,” one of the governors told Udom must stay.

The PDP leaders noted that the last presidential election, which was between two northerners brought about national stability even though the results were fiercely contested, there was no post-election violence, regardless.

They, therefore, reasoned that in the current political climate, there will be a major crisis if there is a candidate from the north and another from the south from the two main parties.

“It can lead to instability and increase the current political tensions”, one of the PDP leaders also said.

Consequently, the PDP leaders have dismissed campaign by some northern candidates, who are trying to say that the presidency has been in the south for more years than it was in the north.

These leaders argued that, cumulatively, the north had been in power more than any other region especially, when both military and civilian regimes are combined.

“So, you can clearly see that there is no argument there that the South has ruled for 13 years of PDP’s 16 years in power. If you go that route, others may as well point to the fact that the North has ruled for 43 years since independence while the South has ruled for 18 years,” a source contended.

“Right now”, he continued, “The emphasis is not on north and south but what is in the best interest of Nigeria as a country and what steps will ensure its survival. We need to have patriots who can rise to national calling, who will sacrifice their interest, or regional interest to build national cohesion for the progress of the country at this time of crisis”, another PDP leader said.

According to PDP leaders, who shared this position, the decision to field a candidate from the south is not about partisan politics but in the interest of the nation, adding that leaders from both parties should be poised to make the necessary sacrifice to ensure stability.

Other sources within PDP told Udom must stay that the emerging consensus was not about PDP but about the country, and that even though a small powerful group appeared to oppose the arrangement within the ranks of the PDP, the party is expected to go ahead with the plan.

Some of those believed to be opposed to this understanding, sources claimed, include a former Vice President, Alhaji Atiku Abubakar and a former Senate President, Dr. Bukola Saraki. One of the PDP stalwart told Udom must stay “we love Atiku and Saraki but we love Nigeria more. Nigeria cannot survive a North-South civil war, this is the time for peace.”

In the meantime, one of the APC presidential hopeful, the Minister for Transportation, Rotimi Amaechi, has begun his presidential campaign consultations in earnest.

He was in Taraba State last week, where he began campaign for his presidential bid by wooing non-APC states.

Many see this move as strategic in testing the waters to see if he has national appeal.

Soyinka: It’s Madness Sign To Think Nigeria’ll Work Without Restructuring:

Nobel laureate , Prof. Wole Soyinka, on Saturday , re- echoed the call for restructuring the country as a means of tackling some of the major problems confronting it.

Soyinka stated that there was a consensus among Nigerians that the country must be restructured urgently , saying anybody still asking what restructuring means despite the numerous explanations already provided should be ignored because such persons had chosen to be ignorant deliberately.

The elder statesman spoke at the 2021 Obafemi Awolowo Lecture titled , ‘ Whither Nigeria ?’ organised by the Obafemi Awolowo Foundation.

The event, which was held virtually , had in attendance dignitaries, including a former Secretary - General of Commonwealth , Chief Emeka Anyaoku ; the Emir of Sokoto , Saad Abubakar; Ooni of Ife, Oba Adeyeye Ogunwusi; former Emir of Kano , Muhammadu Sanusi II ; and former Deputy Governor of Central Bank of Nigeria , Obadiah Mailafia , among others .
Awolowo, who died in 1987, would have been 112 years old on Saturday.

Soyinka said , “There is a consensus that this country whether in terms of governance , economic relations , security , educational policy , cultural policy , etc, requires restructuring . Even the word ‘restructuring ’ has been restructured in many directions , in cogent expression which will mean the same thing for everybody .

“For me , for instance , I emphasised decentralisation , reconfiguration… We all know what we have now is not working , it ’s obvious and we can’ t continue along the same line and say that it will work, it is sign of madness .
“I want to make a plea to all governors , stop being so timid . Push this federal envelope as far as it can go , even while we undertake the technical aspect of restructuring whether in terms of dialogue, evolving the constitution or whatever, something has to go on , after all, we’ ve had so many of these confabs .

“My plea is to governors to start with : You are charged with the immediate responsibility of the welfare of your own people in whatever term and if you study the constitution carefully , I have done this with lawyers , and it seems that a lot can be done at this moment .

“You need a season of greater autonomy for your own states and that is what I mean by pushing the federal envelope as far as it can go even with this impossible document that we have to cease what power , what authority you can derive from the constitution .

“ Consult with your lawyers , I have consulted with mine and they also expressed the view that the governors are too timid, there is too much centralised mentality embedded in their minds and they are afraid to come out of their cocoons.

“Please remember that your primary responsibility is not the centre but the people , the state . So , take in your hands any form of authority that you can even from this constitution as it stands while we are working on a more honest, a more people -oriented constitution. ”
Anyaoku also said Nigeria needed a new constitution which would be produced by the people

He said , “There is no section or ethnic group that does not stand to gain from belonging to one country that is the size and resources of Nigeria . Therefore, it is and should be in the common interest of ethnic groups and component parts to sustain and nourish one country .
“The growing level of distrust and divisiveness among ethnic and religious groups are undermining the cohesion and threatening the continued existence of one Nigeria . For how can the leadership of Nigeria continue to ignore this fact?”

The guest lecturer , Odia Ofeimun, and Sanusi , however , clashed over why the North had been educationally backward.

Ofeimun, a poet who was the private secretary to Awolowo, said , “ Every child in the North should go to school . There is an ethnic argument against education . They are using that argument to stop the rest of us from moving forward . ”

Ofeimun had hardly finished speaking when the former Emir of Kano tackled him , saying the problem was not ethnicity but the failure of the government to provide schools, train the teachers and provide everything needed to encourage the children in the North to go to school .

Sanusi said he also believed that the problem was ethnicity until he became the emir and saw the situation differently .
He also argued that the British colonial masters did not want the North to be educated like the South.
