Digital inclusion is not only about who can access technology, but also who sits in the room when the decisions governing technology are being shaped.

At , we brought together creatives, civic actors, and digital rights advocates to explore what meaningful participation in digital policies can look like. Through a live policy role play, participants stepped into the shoes of lawmakers, citizens, and civil society actors to experience how a bill moves from proposal to debate and, ultimately, to law.

Looking back, the questions raised remain relevant: Who gets to shape digital policy? Whose experiences inform those decisions? And what does meaningful participation actually look like?

As Nigeria’s digital landscape continues to evolve, these are questions worth keeping in the conversation.

Out of Nigeria’s 137.8 million active internet users, about 68.9 million, nearly half, regularly face online harms, including cyberbullying, trolling, online impersonation, scams, and other forms of digital abuse.

Many young people are also unaware that Nigeria has laws, such as the Nigeria Data Protection Act, that protect their personal information and privacy. A report by FIJ found that over 50% of surveyed undergraduates did not know this law exists.

Our voices online can be coded to protect us or to work against us. Understanding our is the first step to using them as tools for , safety, and fairness.

In a call for active citizenship and collective responsibility, “Power”reminds us that unity and citizen participation are essential for meaningful change.

The track questions systems where power and decision-making remain concentrated among a few, while many people feel excluded from political participation. It also highlights the influence of money, fame, and power in society, while stressing the importance of inclusion, particularly for women, in conversations about leadership and change.

Because when citizens come together, demand accountability, and participate actively, change becomes possible and harder to ignore.

Participants shared real examples of how they stepped in for others to prevent potential harm within their communities. This speaks to a strong sense of responsibility and willingness to drive change at the grassroots level.

We also had conversations around the upcoming elections, highlighting how insecurity, misinformation, disinformation, and harassment often intensify during this period, reinforcing the urgency of advocating for safer spaces, both online and offline.

The session further explored creative concepts for developing artistic products that address key issues such as data privacy and protection, police brutality, women’s rights, and the mismanagement of public funds. Creators will take the lead in driving these ideas forward through their work.

Some of the proposed approaches include:
* Leveraging visual storytelling to communicate these issues more effectively;
* Using illustrations to simplify and amplify key messages;
* Developing podcasts for platforms like YouTube, Spotify, and Apple Podcasts;
* Integrating music into documentaries, where songs play in the background to reinforce messaging.
