El personaje fue creado por Yolanda Vargas Dulché. El nombre lo tomó del apodo de su esposo, Guillermo de la Parra Loya, quien trabajaba en aquellos años en un banco y luego sería el fundador de la Editorial Vid, a quien sus amigos le decían así, "porque era todo un pingo", es decir, muy, muy travieso ("Memín" es el diminutivo cariñoso de Guillermo; "Pinguín" es el diminutivo cariñoso de pingo)
En el año 1943, al empezar a escribir Dulché para la revista de historietas "Pepín", nacieron sus personajes, inspirados por personas reales que ella había conocido: su novio, que más tarde sería su esposo, y todos aquellos amigos suyos de la primaria en la colonia Guerrero, quienes se convirtieron en los compañeros de andanzas y aventuras de su personaje Memín Pinguín.
Sus aventuras se publicaron en la serie Almas de niño en el año 1943, dentro de las páginas del mencionado diario de historietas Pepín, propiedad del general García Valseca, con argumento de la propia Yolanda Vargas Dulché y dibujo de Alberto Cabrera, mancuerna artística Dulché-Cabrera que se mantuvo durante casi toda la década. Posteriormente, Yolanda fundó su propia editorial (EDAR) junto con su marido Guillermo de la Parra y Alberto Cabrera, quien fue sustituido en el trazo a partir del año 1962, para la reedición de las aventuras del personaje, por Sixto Valencia Burgos
La historieta constó de 372 capítulos semanales en sepia y se reeditaron en el año 1952, y más tarde en el año 1963 y en el año 1988, esta vez a color. La historieta, en su versión del año 1963, cuando llegó al número 372, volvió a repetir los episodios desde el número uno, pero con numeración consecuente a 372. En el año 1980, llegó hasta el número 1000. En el año 2002, se volvió a reeditar esta revista, y en el año 2005, aprovechando la controversia creada por los timbres postales, salió otra edición, esta vez titulada "Edición Homenaje". En el año 2008, cuando la historieta se encontraba en el número 327, se decidió crear nuevas historias con nuevo dibujo, y cayó mucho su calidad. Llegó hasta el año 2011 con 442, y ese mismo año se publicó la edición "Memín Pinguín Regresa", que se interrumpió en abril del año 2015, en el número 186. En el año 2014, se anunció el regreso de Memín como edición "50 Aniversario", interrumpida después de publicarse el número 7. Por último, una nueva edición llegó hasta el número 6, en enero del año 2016
