ARMY CHECK POINT

I was driving from Karonga to Mzuzu today, when I got to an Army check point at Chilumba, I did not slow down on time, so the soldiers told me to 'park well', and then ordered me to carry 200 blocks from one side of the road to the other side.

After carrying 180 blocks, I noticed that their boss was my school mate at Likoma Secondary School, so I went to complain to him.... He was really angry with what his men did to his long time class mate, so he asked me:- "Have you started carrying the blocks?"
I answered:- "Yes, I have carried 180 blocks already."

So he said:- "please don't be angry my brother... RETURN THE BLOCKS TO WHERE YOU CARRIED THEM...".

Question:
Between the soldiers and that my class mate, who is more wicked?
