The Minister of Information and Communications Technology, Dr. Shadric Namalomba, has strongly refuted allegations made by some members of parliament regarding government-induced delays in the disbursement of Constituency Development Fund (CDF) allocations.

Speaking at the National Assembly today, Dr. Namalomba termed the lawmakers' public grievances "ironic and misplaced," emphasizing that administrative delays lie strictly within local procurement structures rather than central government inaction.

According to the government spokesperson, the procurement of community infrastructure must systematically originate from the grassroots before any funds can safely leave the Treasury.

The legally mandated process dictates that Constituency Development Committees (CDCs) sit down with community leaders to design and prioritize local projects and District Councils advertise these ventures to the open market on behalf of the CDCs.

Following the standard, legally compliance evaluation of competitive bids, councils award the contracts and submit formal advanced payment or completion-of-work requests to the Ministry of Finance.

"What we want to encourage members of parliament to do is go back to their district councils and expedite the procurement of contractors," said Dr Namalomba.

He reiterated that the administration of President Professor Arthur Peter Mutharika values fiscal prudence. Because these funds are accumulated through taxpayers, the government bears the primary responsibility of protecting them through tightly verified output metrics.

Malawi has never had a First Lady as loved and admired by the public as Professor Gertrude Mutharika.

Known for her compassion and commitment to charitable work, when she was in Mangochi, she invited people from the surrounding communities to share meals with her at Page House—something many say they had never witnessed from others.

She also welcomed women from different churches and religious groups to Page House to pray together, fostering unity across faiths.

What made her acts of kindness even more remarkable was that she carried them out without inviting journalists or seeking publicity. She often said that some charitable deeds should be done quietly rather than for public recognition.

Madame Mutharika is also known for treating everyone equally, regardless of their background or where they came from.

She is widely regarded as a woman of humility, good character, and strong values.

The Mutharika family is truly blessed. May Almighty God continue to bless them.
