In a new statement, the leading European and international heritage organisations Europa Nostra, International Council on Monuments and Sites (ICOMOS), Docomomo International and Architects' Council of Europe express their deep concern and firm opposition to the proposed “Lex Specialis” Law related to the Generalštab Modernist Complex.

The proposed law seeks to enable the demolition of this cultural monument — paving the way for the construction on the site of a massive hotel and real estate development project, known as the “Trump Tower Belgrade”.
Our organisations fully endorse and support the following demands, shared by a very large coalition of heritage and architecture professionals and experts from Serbia:

1️⃣ Immediate withdrawal of the draft “Lex Specialis” from parliamentary procedure;
2️⃣ Annulment of the Government’s decision that illegally removed the Generalštab’s protected status;
3️⃣ Publication of all agreements and contracts concerning this site, and annulment of any document that contravene Serbia’s Constitution and laws;
4️⃣ Initiation of a transparent and inclusive public and expert debate on the revitalisation of the Generalštab Modernist Complex, in line with the public interest and the principle of democratic governance, the respect of the rule of law – including the series of relevant European and international conventions signed and ratified by Serbia, with the view of ensuring proper safeguard and enhancement of cultural heritage of national and European importance, with due participation of experts, civil society and local community.

🔴 Heritage Alert 🔴

📣 ICOMOS and its International Scientific Committee on 20th Century Heritage (ISC20C) is issuing a Heritage Alert to respond to the imminent risks of demolition and alterations that could diminish the character of 20th-century heritage in the Serbian capital, more specifically the Dobrovićev Generalštab and the Belgrade Fair complex.

🏗 The 2 properties face imminent risks of potential delisting, extensive demolition, and significant alterations or new constructions which could reshape and compromise their unique character.

📝 Given the national and international significance of these sites, ICOMOS and its International Scientific Committee on 20th Century Heritage call on the Belgrade and Serbian authorities to retain the listed status of the Generalštab buildings and the Hall 1 of the Belgrade Fair complex as Serbian cultural heritage and extend protection to the entire Fair complex, establish clear parameters to preserve both cultural heritage sites in accordance with international standards and develop a strategic process to understand, recognise, and protect Belgrade’s modern 20th-century heritage.

❗ ICOMOS stands ready to offer its full expertise and support to the Serbian authorities and relevant ministries in their efforts to conserve both properties.

The Forest University launches an OPEN CALL for the first edition of ZEMLJANI / EARTHLINGS, a series of explorative gatherings dedicated to symbiotic, regenerative, convivial ways of relating to the Earth.

This Earthlings edition has a focus on symbiotic dwellings and takes place from 21st of July to 1st of August, at the Forest university, in the forests of Fruška Gora, Serbia.

During these twelve days, we will be co-creating the future spaces of the Forest University, working with wood, reed, straw and mud on the future roofed classroom, as well as on the common workshop and atelier. Morphing with mud and earth through our bodies and space-making processes, we will have time for conversations, provocations, inputs, dances, deep listening, as well as group and individual work.

We will explore the convivial economy and symbiotic autonomy of the Forest University - our ways of living with waters, energy, waste, food, collective permaculture garden and more than humans that we share the Forest University with.

In these twelve days, we will be feeling what happens when a territory cares for us with its fruits, shades, beauties, and waters, and how it feels to care back, and care within.
