If Candidate A gets 30 votes in the first count,
B got 29 votes in the first count,
C got 28 votes in the first count,
and D received 12 in the first count.
And if the second vote is like this
A - 1 (From a ballot paper with first vote to D)
B - 1 (From a ballot paper with first vote to D)
C - 10 (From a ballot paper with first vote to D)
D - no 2nd votes
No one has used 3rd vote.
According to the current way of finding the winner,
The first 2 candidates with the majority first votes (A and B) will be picked and after adding the second vote, the total votes will be
A - 31
B - 30
Hence A will be the winner.
But if we selected the first 3 candidates with the most first votes and calculated the second vote, the total votes will be.
A - 31
B - 30
C - 38
Then C should win.
Isn't it not fair to select the first two candidates with the most votes to add the second votes?
