Thailand Blocks Land Border Talks Over Cambodia’s UNCLOS Initiative on Overlapping Maritime Claims

Thailand has blocked the resumption of land border discussions with Cambodia following Cambodia’s decision to pursue the United Nations Convention on the Law of the Sea (UNCLOS) process regarding overlapping maritime claims, according to statements by the Thai Foreign Minister.

The Thai side has linked the progress of land border talks with Cambodia’s position on the maritime dispute, effectively making the continuation of border discussions conditional on Cambodia’s approach to the UNCLOS mechanism. Thailand’s move has prevented further dialogue on outstanding land border issues between the two neighboring countries, especially the Cambodia's border areas currently occupied by Thailand since the ceasefire agreement of 27 December 2025

Cambodia has maintained that pursuing the UNCLOS process is a legitimate legal avenue to address overlapping maritime claims in accordance with international law. The process concerns maritime boundaries and does not alter or affect Cambodia’s commitment to resolving land border matters through existing bilateral mechanisms.

📰Cambodia Repatriates 79 Thais Amid Intensified Crackdown on Cross‑Border Crime

– Cambodian authorities on Friday repatriated 79 Thai nationals who were found to have entered the country illegally and worked without authorisation, officials said, in the latest move underscoring Phnom Penh’s tougher stance on border enforcement.

The group, comprising both men and women, was handed over to Thai officials at the Poipet International Border Checkpoint in Banteay Meanchey province. Cambodian authorities said the operation was conducted in coordination with Thai counterparts and followed agreed legal procedures.

The handover comes weeks after Cambodia deported 49 Thai nationals accused of involvement in online scam operations through the same checkpoint on June 23. In late April, police deported 635 Thai nationals arrested in Poipet for links to illegal online businesses and transnational criminal networks, bringing the total number of deported Thais this year to more than 600.

Police Commissioner‑General Sar Thet this week ordered law enforcement agencies nationwide to intensify operations against online scam networks, drug trafficking and other forms of organised crime.

He warned that terrorism, transnational crime and the growing use of digital technology to facilitate illegal activities posed significant threats to Cambodia’s security and international reputation.

Authorities said the crackdown is part of a broader regional effort to dismantle cybercrime syndicates operating along the frontier.

Chhay Sinarith, Permanent Vice Chairman of the Commission and Head of the CCOS Secretariat, reaffirmed Cambodia’s commitment to closer regional cooperation, stressing the need to investigate, disrupt and prosecute networks engaged in online fraud, money laundering and human trafficking.

Cambodia Registered Another Formal Protest Against the Unlawful Entry and Arresting Three Cambodian Fishermen in Cambodia’s Territorial Sea.

PHNOM PENH, February 23, 2026
Cambodia formally protests the unauthorized presence of Royal Thai Nay vessels and their unlawful exercise of law enforcement within Cambodia's territorial sea on 22 February 2026. This included the arrest of three Cambodian nationals and the seizure of their fishing vessel at approximately 7.2 nautical miles from Koh Yor, Koh Kong Province of Cambodia. These actions constitute a clear violation of Cambodia's sovereignty and international law.
Cambodia requests that Thailand immediately release the Cambodian nationals concerned and their fishing vessel, cease all unauthorized naval patrols and law enforcement activities within Cambodia's territorial sea, and take appropriate measures to prevent the recurrence of such actions in the future.
