To the International Community,
We urgently bring to your attention that Thailand has used white phosphorus along the Cambodian border. While white phosphorus is not formally classified as a chemical weapon under the Chemical Weapons Convention, its use in this conflict has already caused devastating consequences for Cambodia.
White phosphorus ignites on contact with oxygen, producing extreme heat and thick smoke. When it touches human skin, it causes deep, severe burns that continue to worsen even after the flames are extinguished. The toxic smoke can lead to serious respiratory damage, and prolonged exposure can affect internal organs. In populated or civilian areas, its effects are indiscriminate and catastrophic.
In Cambodia, its use has already killed, and severely injured soldiers, and left both groups suffering from long-term health problems, including burn trauma, respiratory illness, and permanent scarring. Civilians living near the border, including families, children, and the elderly, remain at high risk from this weapon’s destructive impact.
Cambodia is deeply committed to peace and stability, but these actions by Thailand violate humanitarian principles and threaten human life and regional security. We urgently call upon the international community to:
1. Investigate the use of white phosphorus along the border.
2. Condemn its deployment in civilian-inhabited areas.
3. Take immediate measures to prevent further harm and ensure accountability.
Cambodia seeks only peace and safety for our people. We ask for your solidarity and swift action to protect human life and uphold justice.
