Its time that Arts and Culture sector NGO's should open up their account to public review. Organizations running like individual-centric, gulping the entire fund given by government for said goal should be open to scrutiny. The sole aim of registering as society is to conduct its activity for welfare and if anyone wants profit then it should be registered as profit making body.

RTI Act applies on NGOs substantially financed by Government

A bench of Justice K S Radhakrishnan and Justice A K Sikri observed that although the “Government may not have any statutory control over the NGOs, as such, still it can be established that a particular NGO has been substantially financed directly or indirectly by the funds provided by the appropriate government, in such an event, that organisation will fall within the scope of Section 2(h)(d)(ii) of the RTI Act (definition of public authority).”

-The Government of Uttar Pradesh filed a case against this production under the Drama Performance Act of 1876. In 1956 Justice Anandnarayan Mulla rejected the case on the grounds that it violated the right to expression granted by India's constitution and decided that the Drama Performance Act be declared null and void in independent India.
-West Bengal from where the law originated, has repealed the Dramatic Performances Act in the year 1962.
-Delhi repealed it in 1993.
-The India Code Compilation of Unrepealed Central Acts declared in 1993 that the Act is one of the "obsolete laws" that exists in India today.
-20th Law Commission have suggested its repeal to present govt.
