MAX PAYNE 2 follow my youtube channel called nbgamers
Vladimir Lem has rebelled from the Inner Circle, and taken other Inner Circle members with him in his rebellion. Thus you have two camps, those aligned with Vlad and those aligned with Alfred Woden. The two groups and constantly fighting. Vlad has hired a large mercenary group (the cleaners) to fight Woden. Woden has hired Vinnie Gognitti and his Mafia members to fight Vlad, along with the assassin Mona Sax, who also has the job of "cleaning up" afterwards. i.e., killing anyone who knows anything about it.

Also, Vlad is presumably already involved in a romantic relationship with Detective Winterson.

Sebastian Gate, the senator who was killed (Winterson takes the case on in an early scene), was killed by Mona. Gate was an Inner Circle member on Vlad's side. Vlad forgives Mona for this and tells her to come over to his side. She shoots him in the arm, but he gets away or his crew stops her before she can kill him.
