Chothe Lim Abom, Manipur (Chothe Tribe Union) expresses its deep grief, serious concern, and strong condemnation over the prolonged and unjustified delay in the completion of the blacktopping work of Pallel–Chandel Road up to Litan (15 km stretch).
On behalf of thousands of severely affected residents, Chothe Lim Abom, Manipur (CLAM) issues this statement to urgently call upon the concerned authorities and the executing contractor to immediately resume and complete the blacktopping work of the Pallel–Chandel–Litan Road, which spans merely 15 kilometres.
The said project is being executed by EE/PIU-II, Chandel, RED/MSRRDA, Government of Manipur, and is funded by the Ministry of Rural Development, Government of India, under Package No. 2170, Phase-XI (RT). The blacktopping work was awarded to Special Contractor Shri Mingthing Horam on 6th August 2019, with the stipulated date of completion being 5th February 2021.
It is deeply disturbing that, even after more than four years beyond the stipulated completion date, the project remains unfinished. This gross negligence has resulted in deplorable road conditions, posing serious safety hazards to commuters. The road serves as a critical lifeline for daily commuters, officegoers, teachers, students, traders, and the local population.
The unfinished road surface, strewn with loose stone chips and excessive dust, has turned into a deadly trap for motorists, pedestrians, and residents alike.
Such an indifferent attitude towards public infrastructure is unacceptable and amounts to a grave injustice, as it directly endangers public life and hampers the social and economic well-being of the community.
Chothe Lim Abom, Manipur (CLAM) firmly demands immediate intervention, accountability, and transparency from the Government and the executing agency. The contractor must mobilize adequate manpower and machinery without further delay and ensure the immediate completion of the blacktopping work to the required standards.
The Union expresses its strong resentment over repeated empty assurances and continued silence from the responsible authorities. In the interest of public safety, CLAM also strongly advises timber traders and other business operators to refrain from using this hazardous road, particularly during late-night hours from 11:00 PM to 2:00 AM, until the road is made safe for use.
Chothe Lim Abom, Manipur (CLAM) once again urges the concerned authorities to take immediate and decisive action in the interest of public welfare.
Failure to act promptly will compel the Union to pursue all necessary legal and democratic avenues to ensure accountability and to secure the completion of the project to the highest standards, solely for the benefit of the general public.
