L’UNHCR stima che dal 2011 ad oggi oltre 2.600 persone hanno perso la vita in mare nel tentativo di raggiungere le coste italiane, un numero impressionante e non esaustivo della tragedia che si consuma nei nostri mari, non una emergenza ma un fenomeno prevedibile e prevenibile, da affrontare non esclusivamente con misure di Polizia di frontiera.
The UNHCR estimates that from 2011 to date more than 2,600 people have lost their lives at sea in an attempt to reach Italian shores: an impressive number and not exhaustive of the tragedy that is consumed in our seas, not a disaster but a predictable and preventable phenomenon, to be dealt not only with exclusiveness of the border Police.
Questa data “simbolica” che vorremmo vedere istituita, avrebbe lo scopo di ricordare tutte le vittime dei viaggi migratori nel mare Mediterraneo.
This "symbolic" date we would like to see established, would aim to remember all the victims of the migratory journeys in the Mediterranean Sea.
Il riconoscimento della “Giornata della Memoria e dell'Accoglienza” potrà darci occasione di affrontare e discutere del fenomeno migratorio nei Comuni, nelle comunità locali, nelle Scuole e in modo capillare su tutto il territorio, al fine di diffondere la cultura dell’informazione e dell’accoglienza. Un percorso che ci consentirà di mantenere aperto un tema fondamentale per la convivenza e la pace: quello dei “diritti umani”.
The recognition of the "Day of Remembrance and Welcome " will give us opportunity to raise and discuss the phenomenon of migration in the municipalities, local communities, in schools and so widespread throughout the territory, in order to spread the culture of information and hospitality. A path that will allow us to keep open a key issue for coexistence and peace: that of "human rights."

"Istituzione della "Giornata della Memoria e dell’Accoglienza” per ricordare tutti i migranti morti nel tentativo di fuggire da persecuzioni, dittature, guerre e miseria, nonché tutti gli uomini che per salvarli mettono a rischio la propria vita.
Law Draft proposal :
- Establishment of the " Day of Remembrance and Welcome" to remember all the migrants who died trying to escape from persecution , dictatorship , war and poverty, as well as all the men who pose a risk to save their lives .-
Art. 1. 1. La Repubblica italiana riconosce il giorno 3 ottobre, data della strage in mare, nel 2013, di 368 migranti eritrei nel naufragio in prossimità dell’isola di Lampedusa, la "Giornata della Memoria e dell’Accoglienza”, per ricordare lo sterminio silenzioso e spesso invisibile che si consuma nel Canale di Sicilia e sulle rotte di terra percorse da popoli in fuga da persecuzioni, deportazione, prigionia, guerre e miseria, e tutti coloro che, anche a rischio della propria vita, salvano quella degli altri, offrono accoglienza e proteggono i migranti.
Article 1. 1 . The Italian Republic recognises on October 3 , the date of the massacre at sea, in 2013 , of 368 Eritrean migrants in the shipwreck near the island of Lampedusa, the "Day of Remembrance and dell'Accoglienza " , to commemorate the extermination silent and often invisible that is consumed in the Strait of Sicily and on the routes of land crossed by people fleeing persecution , deportation , imprisonment , war and poverty, and all those who, even at the risk of his life , save that of others, offer shelter and protect migrants .
Art. 2. 1. In occasione della "Giornata della Memoria e dell’Accoglienza " di cui all’articolo 1, sono organizzate cerimonie, iniziative, incontri e momenti comuni di narrazione dei fatti e di riflessione, a Lampedusa in particolare e in tutte le scuole di ogni ordine e grado, per ricordare quanto accaduto ed accade a chi è costretto a scappare dalla persecuzione per raggiungere l'Europa e la pace, a rischio della propria vita. Una memoria che riguarda il popolo italiano - oggi chiamato ad accogliere, ma che ieri emigrava in cerca di lavoro - e l'Europa intera, chiamata ai valori universali di Accoglienza. Memoria da conservare affinché eventi come quello del 3 ottobre 2013 non accadano mai più.
Article 2. 1. On the occasion of the "Day of Remembrance and Welcome" in Article 1, are organized ceremonies, initiatives, meetings and joint moments of narration of the facts and reflection, in particular in Lampedusa and in all schools of all types and able to remember what happened and is happening to those who are forced to flee from persecution to reach Europe and peace, at the risk of their own life.
