The committee of Ballinrobe Civic, Arts & Amenity Company Ltd today held a positive and constructive meeting in Dublin with officials from the Department of Rural and Community Development and the Gaeltacht, led by Minister Dara Calleary, as part of ongoing engagement on the Ballinrobe Town Hall project.

A representative from the Department of Culture, Communications and Sport was also in attendance.

The discussion marks a further step in the process, with additional meetings expected in the coming weeks.

We continue to work closely with South West Mayo Development Company, whose support remains central to progressing the project, along with the continued backing of local elected representatives.

Our focus remains on delivering a sustainable, multi-purpose facility for Ballinrobe and the wider area. Further updates will be provided as discussions progress.

Update from Ballinrobe Town Hall

The Committee of Ballinrobe Civic, Arts & Amenity Company Ltd continues to engage constructively with the Department of Rural and Community Development and the Gaeltacht to advance the plans for the redevelopment of Ballinrobe Town Hall.

Discussions remain ongoing as part of a detailed and positive process, and an upcoming meeting with Department officials will form part of this continuing engagement.

We are working in close partnership with South West Mayo Development Company, whose leadership and expertise continue to be invaluable as the project progresses through its various stages. We are also grateful to local elected representatives who continue to offer strong support to the project.

Our shared ambition remains clear: to deliver a multi-purpose venue that will serve as a vibrant cultural, social and economic hub for the people of Ballinrobe and the wider region.

We’re delighted to share this piece from the Dargan Institute that connects some big ideas, from AI and European policy corridors to our own Ballinrobe Town Hall project.

In the article, Eoin Costello, Director of the Dargan Institute, reflects on a year of work that included his visit to Ballinrobe on 28 November, where he met with our chairperson Michael Sweeney and PRO Liam Horan to see firsthand the progress on the Ballinrobe Town Hall initiative at the Valkenburg.

He sees it a powerful example of grassroots regeneration, showing how a community can come together to transform a vacant historic space into something vibrant and vital for the future. “It is designed to generate footfall that will spill over into the surrounding businesses, reversing the vacancy that plagues many provincial towns,” writes Eoin.

Eoin brings a rich background in reimagining spaces in towns and a deep belief that projects like ours are about much more than bricks and mortar.

His vision sees the town hall not just as a civic building, but as a cultural and historical centre that will spark activity, attract people and help Ballinrobe thrive.

A long-running project to transform Ballinrobe’s former Valkenburg Hotel into a town hall will not proceed without a substantial injection of government funding, the annual general meeting of Ballinrobe Town Hall has been told.

Senator Mark Duffy raised the Ballinrobe Town Hall project in Seanad Éireann today (Wednesday, 12 December).

He highlighted the major effort going into bringing this game-changing project to fruition for the town of Ballinrobe, and also referenced our application to have the local contribution of grant money raised reduced from twenty per cent to ten per cent.

He highlights that we received approval for €4.59m under the RRDF fund three years ago, and that an uplift is now needed due to rising inflation and building costs.

Ballinrobe Town Hall AGM Report, 1 December 2025

The annual general meeting of Ballinrobe Civic, Arts & Amenity Company CLG (Ballinrobe Town Hall) took place last week, drawing the largest attendance in many years.

The proposed new Town Hall, to be developed in the former Valkenburg building, will provide a modern multi-purpose venue including a 300-seter theatre and events hall, sub-dividable spaces, meeting rooms, changing facilities, accommodation, a kitchen suitable for caterers catering for events in the venue, nine bedrooms for short-stay accommodation and accessible and inclusive design features throughout.

Chairperson Michael Sweeney opened the meeting by outlining the extensive work undertaken during 2025, much of it behind the scenes. He paid particular tribute to South West Mayo Development Company (SWMDC) for leading the application under the Rural Regeneration and Development Fund (RRDF) and acknowledged the roles of CEO Sabina Trench, CFO Patricia Joyce and the wider professional team.

He also thanked Mayo County Council and local Councillors Damien Ryan, Michael Burke and Patsy O’Brien for their support. Mr Sweeney emphasised that while outward progress may have appeared slow during 2025, weekly issues required attention throughout the year.

He reported that the project now faces increased financial pressure due to inflation and enhanced building regulations, resulting in higher construction costs. The company is seeking an uplift in Government funding and a reduction in local match-funding from 20 per cent to 10 per cent.

This position is fully supported by the detailed business case submitted by SWMDC said Mr Sweeney. With meetings expected shortly with officials from the Department of Rural and Community Development and the Gaeltacht, he stressed that political support will now be critical in securing the necessary funding.

A number of design modifications were outlined, notably the incorporation of two universal-access bedrooms on the ground floor, which will allow the Town Hall to provide modern, accessible accommodation for visitors with disabilities.

Treasurer Seán O’Connell reported that the board had explored various income-generating options and agreed that additional accommodation met the needs of Ballinrobe more effectively than a café, given the presence of similar businesses in close proximity to the hall. The accommodation model will also support the long-term sustainability of the building.

Secretary Siobhán O’Malley delivered a detailed account of the year’s work, including design-team progress to tender stage, ongoing liaison with the Department regarding increased costs, building inspections, planning applications for roof elevation and change of use and the sale of surplus items after the building was closed to all public use.

She highlighted the voluntary commitment of board members, including travel to Dublin, door-to-door correspondence delivery and continuous engagement with professional partners.

PRO Liam Horan presented his annual report, noting that 2025 had been primarily a year of technical and preparatory work. Mr Sweeney authorised Mr Horan to prepare a PR plan for the next phase of the campaign.

During general discussion, attendees expressed strong consensus that Ballinrobe needs this Town Hall and that every possible effort must be made to secure the project. The high attendance reflected widespread community interest in progress and ‘next steps’.

Ballinrobe Town Hall opened in 1886 and had served as a central hub for musicals, plays, concerts, meetings, dances and a wide variety of community events until its closure in 1996, after it had fallen into significant disrepair.

It was demolished in 1999 for unavoidable safety and legal reasons as debris from the failing roof had begun to fall, creating a serious hazard to the public. Insurers were no longer willing to cover the building and the board at the time did not have the funds required to replace the roof. In these circumstances, demolition was deemed to be the only responsible option.

Mr Sweeney concluded by emphasising that securing additional Government funding is essential to the future of the project, noting that failure to do so would be a huge blow to the town and could delay any future attempt for many years. He stressed that Ballinrobe is not seeking a hand-out but a hand-up, and that the redevelopment of the Valkenburg represents a once-in-a-generation opportunity to regenerate the centre of a rural town that is grappling with vacancy and dereliction.

He urged a united approach as the organisation works with SWMDC and local representatives to secure the required support. If the extra funding is not secured, he said, it will inevitably be allocated elsewhere, and the clear implication would be that Ballinrobe is not considered deserving of this vital investment. He said that this would be a very disappointing outcome, given the scale of community commitment and the transformative potential of the project.

The Ballinrobe Civic, Arts & Amenity Company (BCAAC) and South West Mayo Development Company (SWMDC) have provided an update on the planned redevelopment of the Valkenburg building as a new Town Hall for Ballinrobe.

Since acquiring the building in 2020, both organisations have been working in partnership to deliver a modern, sustainable community facility for the town.

Over the past 18 months, significant work has been completed, including the appointment of a professional project team: KSN Project Management, Taylor McCarney Architects, and Tom McNamara & Sons (Quantity Surveyors). The team is now guiding the project through detailed design and tender preparation.

While progress has taken longer than initially hoped, the project remains active and is progressing within the constraints of rising construction costs. BCAAC Chairperson Michael Sweeney said the committee continues to work closely with SWMDC and the Department of Rural and Community Development and the Gaeltacht (DRCDG) to ensure the project remains on track.

“We are in regular contact with the Department regarding the increased costs and the additional funding required to move to construction. This project continues to have strong community backing, and we are determined to see it delivered,” he said.

Said Sabina Trench, CEO, SWMDC: “The Town Hall is a vital community initiative for Ballinrobe and the wider region. SWMDC will continue to work closely with BCAAC and our partners to secure the resources needed to bring this important facility to completion.”

The accommodation element will support short-stay accommodation linked to Town Hall activities and provide a sustainable income stream which will underpin the long-term financial viability of the overall development. With Ballinrobe already well served by cafés and restaurants, this is viewed as a more strategic long-term use of the space.

BCAAC and SWMDC, together with their professional partners, remain committed to progressing the Ballinrobe Town Hall project and will continue to keep the community informed as further developments occur.
