主要目的是向全港的青少年提供一個全面接觸冰球的機會，由冰球示範、冰上體驗、組織球隊到出戰比賽，讓青少年循序漸進逐步了解及學習冰球運動，透過計劃開拓視野、發揮潛能，並認識來自香港不同地區、不同國籍的青年人，互相勉勵，以增加香港社會年輕一代的凝聚力，團結香港的力量。
