In November 1999, Legoland Windsor submitted a revised scheme for the Creation Centre, now with different architectural style.
This also proposed that the complex would now be built in two phases, with the large wing and lookout over the hillside to come later. Going by the original scheme, phase two would have contained the full size Lego model workshop, so a smaller workshop was provided on the upper floor in the first phase.
The initially planned second floor with the conference rooms and terrace had also earlier been cut from the original design. The final building differed slightly from these plans but followed the same layout.
This original concept by Entertainment Design Studios gives an overall look for this revised design for the Creation Centre had the second phase been built, including the lookout platform, waterfalls, a themed crane and Lego scenery. In the end, just the first phase was built with the smaller model workshop and Lego Racers attraction.
