Winchester Deserves Better

The Council’s new plan for Silver Hill is trundling along and they have now, apparently, shortlisted three developers one of which will be appointed as the Council’s development partner later this year (2022). When I say “plan” there is no drawing or design to view as such. There is, as far as I am aware, only the process of choosing a partner to discuss. What I’ve seen of the process it is, in my view, overly complicated and unnecessarily restrictive, but we’ll have to wait to see what it produces.

In the meantime, here are details copied from the Council’s website of a CWR event which might be of interest.

There will be a presentation, summarising findings from the works so far and the proposed next stage, and everyone will have the opportunity to ask the Advisory Panel any questions they may have.

The Council is holding an Archaeology Day on the Silver Hill (Central Wi******er) site on Wednesday 06 October 2021. We urge you to attend to ensure the site’s potentially priceless Roman archaeology is protected.

The Council’s intention to preserve King’s Walk for at least ten years is incredibly unimaginative and lacking in ambition. The idea of spending £3-£4,000,000 to keep this palace of ugliness is beyond idiocy. Just look below - the photos speak for themselves.

Critique of the Council’s plans is made difficult because there is no scheme or design to actually see. All we are given is a few splodges of colour to suggest what uses might be located where, based upon the Supplementary Planning Document (SPD) which was adopted more than two years ago. For us, this proposal isn’t worth the time or the money spent on it.

Wi******er Deserves Better believe the Council should retain control of the site and engage an experienced master planner and others to progress the SPD, or to pass the effort to a Community Development Corporation/Trust.

Wi******er City Council has published a new proposal for the development of Silver Hill (called the Central Wi******er Regeneration Area). Express your views http://winchesterdeservesbetter.org/how-you-can-help

The Wi******er Deserves Better campaign group strongly opposes the proposals for a number of reasons:

• The plans are ill-considered, vague and uninspired
• The Council intends to contract with a single developer in a potential re-run of the Henderson debacle
• The Council will lose control over how the site is ultimately developed
• The Council needs to resolve other critical issues such as the Movement Strategy
• The Council is putting the site’s priceless archaeology at risk
• The Council still lacks the know-how to turn its aspirations into reality

Silver Hill is an opportunity to create something special.
