You steer than control. You still have a clear objectives that must permeate through the organisation, leadership and project teams, with tight set of values and remain always the pragmatic optimist.
Leadership teams understand they have latitude about what needs to be tight, so that project teams have something to steer against, flexibility and room for innovation to achieve project objectives and success.
