As the city teetered on the edge of bankruptcy, a new visual language was taking over its streets and subways. As New York faced a deepening fiscal crisis and massive municipal layoffs, the city’s public safety unions issued one of the most provocative pieces of ephemera of the era: FEAR CITY: A Survival Guide for Visitors to the City of New York.

Designed to warn tourists about the consequences of cuts to the police and other city services, the pamphlet portrayed New York as a place where visitors needed to be on guard. It urged tourists to avoid the subway, stay off the streets at night, and take precautions throughout the city.

Part political pressure campaign, part snapshot of the city’s reputation, FEAR CITY captured the anxiety surrounding New York in the mid 1970s. The era of “Fear City” was marked by crime, blackouts, disco, punk, and the rise of downtown culture. Beneath it all, graffiti was flourishing.
