RDCK Media Release - Castlegar & District Arena Project Advances to Pre-Qualification Stage.

Nelson, BC: The Regional District of Central Kootenay (RDCK) is sharing an update on the Castlegar & District Arena and Walking Track Project, which has now moved into the Request for Pre-Qualification (RFPQ) stage.

Issued on May 28, 2026, the RFPQ invites qualified design-build firms to submit information about their experience and capacity to deliver the project proposed. This is the first step in a two-stage process used to identify design build firms best suited for a project of this scale.

A design-build approach brings design and construction together under one contract, with a single proponent responsible for delivering the project from concept through construction.

Through the RFPQ, the RDCK anticipates shortlisting up to two proponents. Those proponents would then be invited to participate in a Request for Proposals (RFP), expected to be issued in late July 2026. During the RFP stage, the shortlisted design-build firms will develop more detailed designs, project approaches, and pricing proposals within the defined budget, which will be submitted to the RDCK for evaluation and consideration.

After a proponent is conditionally selected through the RFP process, the project would proceed to community consultation, followed by a referendum for voter approval. Through the referendum, residents of the City of Castlegar and Area J would vote to establish a new service and approve the borrowing amount bylaw required to move the proposed project forward. Without voter assent on these two items, the proposed project cannot proceed.

The hot tub remains closed due to a recirculation pump failure. Staff are working to complete the necessary repairs, and we anticipate reopening within the next few days once repairs have been completed.

UPDATE: Pool is now open. Hot tub remains closed for the day.

The hot tub and pool are currently closed due to a mechanical issue which caused a pump failure.

The hot tub will remain closed for the rest of the day, but the pool is expected to reopen in a couple of hours. We will provide an update once the pool has reopened.

This process is for qualified and experienced Design-Build firms interested in being shortlisted for a potential future Request for Proposals to design and construct a new arena and walking track integrated with the existing Castlegar & District Community Complex.

👣 The last clues are here!

🌳Koots: May is already coming to a close and it will be time to head off to a new spot for the summer season. If you have not found me yet, take a better look along the fence of the soccer field. Where you see a path leading to the playground is where you will also see me! It has been a wonderful spring and I hope to see even more of you in the Fall! Good luck hunting!

❄️ Snowball: It has been a great year to start lake season early. Bigelow Bay is looking great and the weather has been extraordinary. As you are enjoying the lake, head over to the boat house and look in the trees, and there I will be, just admiring the view. Another week of living the beach life for me before I pack up and move on for the summer, Good luck on your hunt and see you again in the Fall!

🌲👣 Have you found Koots and Snowball yet? We are halfway through May and there is still time to find them in one of our regional parks.

🔍 The third clues are:

🌳Koots: The World Cup is just around the corner, so I thought I would start taking in the action by the soccer field. I have to admit I took the best seat in the house, fully shaded amongst the trees and a perfect spot to watch a corner kick! If you are out playing some soccer this month, stop by and say HI!

❄️ Snowball: A few brave souls have managed to adventure to Bigelow and search high and low to find me, which they did! You better hurry though, at the end of this month I am going to jump into water vessel located in the boat house right next to me! The Spring here has been off to an amazing start, so don’t delay and come out to find me!
