Upcoming changes
As of August 1st RGL are implementing changes that will directly affect cash poker. It will be step 1 of a ‘Community Poker Risk Plan’.
What is changing?
All cash players will be required to provide information such as full name, date of birth and show valid ID, to be stored in a registry.
Once in the registry, all cash players will be required to sign in at the registration desk with the initial buy in, each gaming function, prior to playing cash poker.
All buy in amounts, whether cash, eftpos or payID bank transfer, will be individually recorded.
All cash out amounts, whether cash or bank transfer, will be individually recorded.
The time of each buy in will be recorded.
The time each cash player leaves a gaming function will be recorded.
What will happen with the information collected?
The full player registry (name and date of birth) will be stored in a PPL google drive, accessible during permits by permit holders and PPL tournament directors.
The recordings of sign in, buy ins, cash outs and time played will be completed during the gaming function by either the permit holder or a PPL tournament director. This information will be stored by the not for profit club for a duration of at least 12 months. This information may be requested by RGL inspectors, should they perform an audit on a not for profit club.
What is PPL doing to implement a smooth transition of these changes?
PPL tournament directors and permit holders will start to request the full name, date of birth and to see a valid ID within the upcoming weeks. This is to ensure that a large percentage of cash players are already in the registry, speeding up the process for its official arrival on August 1st. PPL tournament directors will also request bank transfer details (PayID or BSB and account numbers) to eliminate the requirement of requesting bank details for each transfer, making the cash out process quicker and simpler.
Will all the daily buy in and cash out information be stored together?
No. The daily buy in and cash out information will be for each individual gaming function ONLY. With PPL assisting 9 different not for profit clubs, across 9 venues, your information from week to week will not be ‘batched’ together. PPL will NOT be holding a complete registry, tracking weekly/monthly/yearly records for cash players.
When RGL performs an audit, what are they looking to do with the information?
It is to our understanding that this information will be used to gather information such as:
Amount of money that is involved in gaming functions.
The duration that players are playing cash poker for.
An additional record to ensure that suppliers are remaining compliant with the community poker policy and the Act.. (Buy in amounts minus cash out amounts = commission, where the not for profit clubs must receive a minimum of 15% of the total commission)
We believe this information will be used to more accurately implement any possible restrictions in the future, as well as continue to provide a safe gaming environment.
What happens if you do not wish or cannot provide ID?
As of August 1st, any player that is not in the registry, must provide their full name, date of birth and have a valid ID sighted to be able to play any cash poker in any gaming functions.
Once you are in the registry with the valid ID sighted, you do not need to present ID on future occasions when signing in. The ID check and recording of DOB is only required once.
Of course with change, comes new processes that will be implemented by August 1st:
The original buy in MUST be completed at the registration desk
Any additional buy-ins or top ups can still be completed at the table, just not by the dealer. (Cash buy ins/top ups to be communicated by the dealer, to the permit holder or tournament director just like the current system for EFTPOS or bank transfers).
We are working with our staff to figure out the best process and will continue to do so after August 1st. We may implement these changes prior to August 1st, to make a smooth transition. We appreciate your patience whilst we work through these changes together.
