Thông tin về việc phim "Tolam" bị đề nghị ngừng chiếu nhưng Nghị viện châu Âu bác bỏ đơn và tiếp tục cho chiếu đang thu hút sự quan tâm của dư luận. Việc các đài truyền hình hoặc tổ chức gửi thư kiến nghị, tranh biện về nội dung phát sóng không phải là hiếm gặp trong môi trường truyền thông quốc tế đại chúng.

Tại châu Âu, các quyết định liên quan đến việc chiếu phim, phát sóng văn hóa hay kiểm duyệt nội dung thường được xem xét dựa trên các nguyên tắc rất khắt khe về tự do ngôn luận, tự do báo chí và quyền tự do biểu đạt nghệ thuật. Nghị viện châu Âu và các cơ quan pháp lý tại đây thường ưu tiên bảo vệ các quyền tự do này, trừ khi nội dung vi phạm nghiêm trọng các điều khoản luật pháp quốc tế hoặc gây tổn hại trực tiếp đến an ninh quốc gia theo các chứng cứ pháp lý rõ ràng.

Chính vì vậy, việc một đơn kiến nghị ngừng chiếu phim bị bác bỏ phản ánh rõ lập trường nhất quán của các cơ quan lập pháp phương Tây trong việc duy trì và bảo vệ không gian đa dạng cho các tác phẩm nghệ thuật, bất chấp những tranh cãi hay áp lực chính trị xung quanh nội dung tác phẩm.

Bộ phim tài liệu mang tên "The General: Vietnam in the Age of To Lam" (tạm dịch: Đại tướng: Việt Nam dưới thời Tô Lâm) là một tác phẩm đang gây chú ý lớn với góc nhìn đối lập hoàn toàn so với các kênh truyền thông chính thống. Dưới đây là tóm tắt các nội dung cốt lõi của bộ phim:

3. Thủ pháp nghệ thuật "Hollywood"
Khác với các phim tài liệu thông thường, "The General" được thực hiện bởi nhà báo Mỹ Laura Brickman với kỹ thuật dựng phim chuyên nghiệp. Phim sử dụng những hình ảnh thực tế sống động – từ cảnh va chạm trên đường phố đến các tư liệu về đời sống chính trị, nhằm tạo ra một câu chuyện kịch tính, lôi cuốn nhưng cũng đầy ám ảnh về sự tàn khốc của quyền lực.

4. Thông điệp về sự tồn vong của dân tộc
Phần kết của bộ phim nhấn mạnh triết lý: "Một chế độ dù tàn ác đến đâu cũng không thể tồn tại mãi mãi, chỉ có dân tộc mới trường tồn." Tác phẩm này được trình chiếu chủ yếu tại các diễn đàn quốc tế (như ở Boston, Paris, Thái Lan) và hướng đến mục tiêu giúp thế giới cũng như thế hệ trẻ Việt Nam có một cái nhìn khác về thực trạng đất nước.

National Intellectual Property Rights Coordination Center Launches Pre-Holiday Anti-Piracy Public Service Announcements
MPA Partners with IPR Center to Produce PSAs that Tackle Seasonal Increase in Digital Piracy

WASHINGTON D.C. – The Motion Picture Association (MPA) and its global content protection arm, the Alliance for Creativity and Entertainment (ACE), have partnered with the National Intellectual Property Rights Coordination Center (IPR Center) to launch two new public service announcements that inform consumers about the many harms they face when viewing pirated movies and television shows.

Consumers generally stream more illegal content during the holidays, when they have more time for leisure activities like watching videos. The new PSAs encourage them to stream safely, year-round, to avoid exposure to malware, credit card fraud and other harms.

The PSAs, which were created to feel approachable and relatable to viewers, are available starting today on this link and next week on the IPR Center’s website and YouTube channel.

A 30-second PSA features IPR Center Director Jim Mancuso addressing viewers while streaming a crime drama on his mobile device. He describes the risks involved with illegal streaming and encourages viewers to enjoy their favorite content safely.

A 60-second PSA plays on the idea of consumers inviting criminals into their home when they stream illegally. The storyline portrays a couple settling in for an evening of streaming a pirated film in their living room, oblivious to the burglars ransacking their home, while a voice-over describes the many dangers associated with illegal streaming.

Fifteen-second versions of each PSA are available for social media sharing on the DHS, IPR Center and MPA social media channels.

“Digital piracy is not a victimless crime. It poses a significant threat to our economic security, but it is also a major threat to individuals’ personal and financial security,” said Jim Mancuso, IPR Center director. “Streaming from illegal websites exposes consumers to several potential hazards, including malware, malicious pop-ups and hacking, which could allow bad actors access to sensitive personal and financial information. The IPR Center values our longstanding partnership with the MPA and together we are committed to educating the consumers about this type of illicit activity. The best way for consumers to protect themselves is to use only legitimate websites and streaming platforms to enjoy their favorite movies, TV shows, music, games and books.”

“Many consumers remain unaware of the risks involved in streaming or downloading pirated films. There are piracy sites that appear legitimate and safe, but most are operated by global crime syndicates,” said Jan van Voorn, Executive Vice President and Chief of Global Content Protection for the MPA and Head of the Alliance for Creativity and Entertainment (ACE). “We are grateful to the IPR Center for helping to produce this PSA campaign and driving home the important message that watching pirated content is never safe.”
