**GIA READER**

Grantmakers in the Arts is calling on arts and culture funders and others working with children, families, and early childhood programs to weigh in on proposed federal changes to Head Start. The proposed rule would significantly scale back federal standards around classroom sizes, staffing, professional development, transportation, language access, mental health services, and other areas, potentially leading to less consistent services for children and families across states. Public comments are open through October 6, 2026, and GIA encourages members to review the proposed changes and consider sharing how they could affect the communities they serve.

**NEW REPORT**

NAPA and Freelancers Union released a new report, Co-Designing Worker-Centered Portable Benefits, based on a new survey, interviews, and a collaborative workshop with independent workers on what they actually need from a modern safety net.

Health insurance ranks as their top priority by far and cost is the major barrier they face, ahead of retirement and dental combined. They struggle with churning on and off public support as their income fluctuates, and they desperately need help navigating our fragmented system. The report lays out three concrete policy models lawmakers could pursue now: a pooled Independent Worker Benefit Fund, a buy-in to New York's Essential Plan, and a Federal Independent Worker Health Plan with expanded ACA subsidies.

NAPA Co-Director Althea Erickson and Freelancers Union Executive Director Andrea Gordillo make this case directly in an op-ed running in Observer. This week's State of the Artist digs into what it all means for the field, and if you haven’t already, make sure to subscribe while you’re there!.

In Documentary as Civic Commons, Sahar Driver and Sonya Childress examine what is at stake as public-interest documentary loses the funding and distribution systems that have historically helped independent stories reach audiences. They argue that documentary is more than a cultural product: at its best, it creates opportunities for people to encounter history, recognize their own experiences, engage with perspectives beyond their own, and participate more fully in civic life.

Drawing on Color Congress’s Elev8Docs experiments, Driver and Childress show that diverse audiences are actively seeking culturally specific storytelling and opportunities for communal viewing and reflection. Their findings point toward a broader responsibility for grantmakers: sustaining documentary requires investment not only in producing films, but in the infrastructure that allows them to circulate and matter, including distribution, audience development, archival preservation, community-based exhibition, and trusted cultural organizations and networks. As public media contracts and commercial platforms increasingly shape what reaches audiences, the authors make the case for documentary as essential cultural infrastructure for a healthy civic commons.

In Celebrating Innovation in the Theatre Sector, Geri Auriemma of The Sheri and Les Biller Family Foundation reflects on the Foundation’s Change Capital Grant Program, which supports theatres experimenting with new business models and ways of operating.

Drawing on lessons from the program’s cohort of six theatre organizations, Auriemma highlights the value of creating space for experimentation, peer learning, and collaboration during a period of significant change in the field. She also encourages funders to look beyond traditional financial measures of success and recognize outcomes such as stronger staff morale, deeper community connections, and new opportunities for collaboration.

Black August!

In Creating Anyway: Black Art, Cultural Investment, and the Courage to Be Seen, Marcus “Murk” Hall reflects on the power of cultural grantmaking to invest in Black artists, communities, stories, and possibilities. Drawing from his own experiences in community development and as a creative, Hall explores how meaningful resources can give Black artists the freedom to tell honest, complex stories and challenge dominant narratives.

Hall also highlights his upcoming podcast, This May Hurt a Little, as a space for candid conversations about Blackness, queerness, identity, and mental health. Ultimately, he calls on funders to create conditions where Black artists can take creative risks without sacrificing their livelihoods, declaring his commitment to “create anyway” even in difficult and uncertain times.
